A New Era Beyond Literacy: Focus on Capability and Skills

Raipur, June 2026 : Chhattisgarh, known for its rich cultural heritage, dense forests, and mineral resources, is now emerging with a new identity as a knowledge-driven and progressive state. In today’s 21st-century global economy, societies that thrive are those equipped with advanced knowledge, technical skills, and innovation capacity. Keeping this vision at the centre, the state government under the leadership of Chief Minister Vishnu Deo Sai has launched the “Centre of Excellence Scheme.” This initiative aims to transform traditional higher education institutions into modern launchpads for youth.

Bridging the Gap Between Skills and Employment

Higher education in Chhattisgarh has largely remained theory-oriented, resulting in a growing gap between academic degrees and industry requirements such as artificial intelligence, digital skills, and data analytics. Students, especially from rural and forested regions, often lag behind due to limited access to modern laboratories, infrastructure, and global exposure.

In line with the National Education Policy (NEP) 2020, the government has taken a structured decision to bridge this gap by building research-oriented, multi-disciplinary institutions. The scheme is backed by a strong budgetary framework and a phased implementation roadmap.

Under this plan, 36 major colleges with more than 3,000 students will be upgraded into Centres of Excellence. In the first phase, ₹3 crore per college has been allocated for 25 institutions, while up to ₹15 crore per college is reserved for advanced upgradation in the next phase. Additionally, initiatives like the State Research and Innovation Scheme will support faculty and students with financial and administrative assistance for global-standard research.

Five-Pillar Education Architecture

These Centres of Excellence will not just provide infrastructure but will function on a five-pillar model designed to ensure world-class learning outcomes:

1. Advanced Laboratories:
International-standard labs in science, computer science, engineering, and agriculture will promote experiential learning.

2. Digital Learning Centres:
High-speed internet, smart classrooms, and e-libraries will ensure that even students from remote and tribal regions can access global knowledge resources.

3. Research and Innovation Labs:
Research will focus on local challenges such as agriculture, tribal art, herbal medicine, and mining, enabling local solutions with global recognition.

4. Employment-Oriented Training:
Courses in coding, IT skills, entrepreneurship, and startup incubation will prepare students for the modern job market.

5. Career and Placement Guidance:
Structured mentoring, campus placements, and coaching for competitive exams such as UPSC, CGPSC, and banking services will be provided.

Ground-Level Impact

The scheme is focused on institutional strengthening rather than individual scholarships. Students enrolled in selected Centres of Excellence will benefit from these facilities without additional fees. A transparent and simplified registration system will ensure that students from rural and remote areas can easily access training and incubation programs without bureaucratic hurdles.

Reducing Migration and Strengthening Economy

By providing world-class education locally, the initiative aims to reduce the migration of students to metropolitan cities. It will also encourage entrepreneurship at the local level, enabling job creation within the state. This shift will help Chhattisgarh’s economy move from “local to global.”

CM’s Vision: From Job Seekers to Job Creators

Chief Minister Vishnu Deo Sai has clearly stated that Chhattisgarh’s youth are highly talented and, with the right opportunities and modern resources, they can become job creators rather than job seekers. The essence of this initiative is to empower them to build enterprises and generate employment opportunities for others.

The Centre of Excellence Scheme marks a major milestone in Chhattisgarh’s educational transformation. It represents a shift from a traditional knowledge system to a modern “knowledge economy.” In the coming years, graduates from these institutions will not just carry degrees but will be equipped with innovation, skills, and self-reliance—positioning Chhattisgarh strongly on both national and global platforms.
