Chief Secretary V. Srinivas Reviews Finance Bhawan, Calls for Stronger Digital Innovations in Financial Management

Jaipur, June 2026: Rajasthan Chief Secretary V. Srinivas on Monday inspected the Directorate of Treasuries and Accounts at Finance Bhawan and reviewed the functioning of the Cyber Treasury and e-Treasury systems. He also chaired a meeting with senior Finance Department officials and directed them to further strengthen transparency, efficiency, and citizen-centric governance in financial administration.

The Chief Secretary said that the state government remains committed to taking good governance to new heights through a digital transformation in financial management. He noted that continuous efforts are being made to establish Rajasthan as one of the country’s leading states in digital financial administration.

During the inspection, Srinivas reviewed various sections of the Cyber Treasury and e-Treasury, assessing technological infrastructure, service delivery mechanisms, and online payment systems. He observed that the increasing use of technology in financial administration has significantly enhanced transparency and accountability.

Recalling his experience from 1999, he remarked that treasury operations were then largely dependent on manual processes and paper files. In contrast, Rajasthan’s treasury system has now evolved into a fully digital framework, representing a remarkable example of administrative reform and technological advancement.

The Chief Secretary directed officials to ensure regular monitoring of Cyber Treasury servers and technical systems to prevent any disruption in payment processes. He stressed the need to further strengthen data protection and cybersecurity measures through regular audits and penetration testing, while ensuring that the security of sensitive financial information remains a top priority.

He also instructed officials to reinforce the real-time tracking mechanism for Direct Benefit Transfer (DBT) payments, ensuring timely and uninterrupted transfer of funds to beneficiaries.

Reviewing the e-Treasury system, Srinivas emphasized that any technical issues affecting bill processing should be resolved immediately. He directed that district treasury offices be linked with headquarters in real time to make payment processing more efficient and seamless. He further called for regular technical training programmes for personnel operating the e-Treasury platform and strengthening helpdesk services for better support.

During the meeting, the Chief Secretary instructed officials to expedite the onboarding of centrally sponsored schemes onto the SNA Sparsh portal. He said this would significantly improve monitoring of scheme expenditure while enhancing transparency and accountability. He also directed the effective implementation of the Just-in-Time payment system to ensure prompt settlement of treasury payments.

Highlighting the importance of financial discipline, Srinivas urged officials to take effective steps toward routing payments made through PD accounts and various societies via the treasury system. He said this would streamline accounting procedures and reduce audit-related objections.

He also reviewed the progress of pending work under the Integrated Financial Management System (IFMS) 3.0 and instructed officials to complete all remaining tasks within stipulated timelines. Additionally, he called for a phased mid-career training programme to enhance the capabilities of subordinate accounts service personnel and stressed the need for effective legal representation to ensure speedy disposal of cases pending before courts.

Officials informed the meeting that under IFMS 3.0, salary bills are now being generated automatically using modern microservices-based technology. They also highlighted that multiple departments and portals have already been integrated with the new Revenue Management System, enabling citizens to access 24×7 online payment facilities.

The officials added that the Cyber Treasury has facilitated the direct transfer of large amounts of funds to beneficiaries’ bank accounts under various welfare schemes, resulting in substantial improvements in transparency and operational efficiency.

Commending the department’s workforce, Srinivas said that through teamwork, innovation, and technology-driven administration, officials must ensure that the benefits of government welfare schemes reach the last person in society in a timely manner.

He further stated that Rajasthan has established a distinct identity at the national level in digital governance and expressed confidence that the state would emerge as a model for financial management and e-governance in the years ahead.

The meeting was attended by Special Secretary (Finance-Budget) Shivangi Swarnkar, Director and Joint Secretary of Treasuries and Accounts Sandhya Sharma, IFMS Project Director Manish Shukla, and other senior officials.
