Bihar Signs AI Partnerships to Boost Digital Governance and Innovation

Patna, July 2026: Bihar took a major step towards advancing artificial intelligence (AI)-driven governance and innovation on Friday as the state government signed Memorandums of Understanding (MoUs) with Sarvam.AI (Axonwise Pvt. Ltd.) and BharatGPT (CoRover Pvt. Ltd.). The agreements were signed in the presence of Chief Minister Samrat Choudhary at a programme held at ‘Samvad’, the Chief Minister’s Secretariat in Patna.

The partnerships are aimed at building a robust AI ecosystem tailored to Bihar’s needs, making artificial intelligence more accessible for citizens and government officials while accelerating the state’s digital transformation.

Under the MoUs, Bihar will develop an indigenous AI model suited to the state’s requirements. AI-based solutions will be introduced to make government services more transparent, faster, simpler and citizen-centric. The initiative will also focus on large-scale AI skill development and capacity-building programmes across the state, while promoting AI-based startups through technical support and mentorship.

The agreements are expected to strengthen AI infrastructure in Bihar, improve access to foundational AI models and applications developed in India, and enhance the state’s research capabilities in Indian languages and regional dialects. The initiative will enable the development of AI-powered solutions to address local challenges and position Bihar as a national model for AI-enabled governance.

The programme also envisages training government employees, building institutional capacity, and creating a sustainable local AI innovation ecosystem to support long-term technological development in the state.

Speaking on the occasion, Chief Minister Samrat Choudhary described the initiative as a significant milestone in realizing the vision of Digital Bihar and a Developed Bihar. He said the government is committed to leveraging indigenous AI technologies to improve governance and deliver efficient public services.

He reiterated that AI-driven applications would be used to ensure greater transparency, speed, simplicity and citizen-focused governance. The state will also implement extensive AI training and capacity-building programmes while encouraging the growth of AI startups through collaboration and guidance.

Information Technology Department Secretary Abhay Kumar Singh welcomed the Chief Minister by presenting him with a sapling.

The event was attended by Deputy Chief Minister Vijayendra Prasad Yadav, Information Technology Minister Nitish Mishra, Principal Secretary to the Chief Minister Deepak Kumar, Chief Secretary Pratyaya Amrit, Secretary to the Chief Minister Lokesh Kumar Singh, IT Department Secretary Abhay Kumar Singh, Special Secretary Arvind Kumar Choudhary, BharatGPT (CoRover Pvt. Ltd.) Vice President Shashank Shekhar Thakur, Sarvam.AI (Axonwise Pvt. Ltd.) Chief Operating Officer Raj Chauhan, along with other senior government officials and representatives of the partnering organisations.
