Citizen Welfare Must Drive Every Reform, PM Modi Tells Top Bureaucrats

New Delhi, July 2026 : Prime Minister Narendra Modi on Wednesday directed the country’s top bureaucrats to ensure that citizen welfare remains the central focus of every reform initiative, stressing that governance changes must translate into tangible benefits for people and accelerate India’s journey towards becoming a developed nation.

Chairing a high-level review meeting with the Cabinet Secretary and Secretaries of key Central ministries at his official residence at 7, Lok Kalyan Marg, the Prime Minister assessed the progress of rural development, agriculture, social welfare and allied sectors in achieving the goals of Viksit Bharat. The meeting focused on improving implementation, enhancing inter-ministerial coordination and identifying strategies to fast-track reforms across critical sectors.

According to an official statement issued by the Prime Minister’s Office (PMO), Modi underlined that reforms should not merely improve government functioning but must create meaningful and visible improvements in the lives of citizens. He said policy changes designed around the needs of people should gather greater momentum and deliver measurable outcomes.

The Prime Minister called for a “whole-of-government” approach, urging ministries and departments to work in close coordination instead of functioning in isolation. He emphasised that collaboration across departments would be crucial for achieving the ambitious objectives of Viksit Bharat and ensuring that development initiatives reach every section of society efficiently.

Highlighting the importance of public participation, Modi said the vision of a developed India should evolve into a Jan Andolan—a nationwide people’s movement involving citizens from all walks of life. He stressed that India’s youth must be placed at the centre of this national mission, describing them as the driving force behind the country’s future growth and transformation.

The Prime Minister also expressed concern over the growing challenge of drug abuse among young people, calling it a serious social issue that requires a coordinated institutional response. He suggested creating mechanisms that break departmental silos and enable greater convergence among ministries working on youth welfare, education, health and social development. Such coordinated efforts, he said, would help strengthen programmes aimed at protecting and empowering the country’s youth.

On sports development, Modi advocated an integrated national strategy that combines infrastructure, talent development, technology and innovation. He noted that sports tourism is emerging as an important economic sector and said India should actively pursue opportunities to host major international sporting events. Such initiatives, he observed, would not only strengthen India’s sporting ecosystem but also position the country as a global sporting destination.

The Prime Minister also encouraged the promotion of startups and technological innovation in the sports sector, saying emerging technologies could play a transformative role in athlete development, sports management and fan engagement.

Addressing governance reforms, Modi pointed out that administrative systems across the world are evolving rapidly and stressed the need for India’s governance framework to remain agile and future-ready. He called for a comprehensive mapping of emerging requirements across ministries and departments to ensure that government institutions remain responsive to changing national and global challenges.

In the agriculture sector, the Prime Minister highlighted the transformative potential of the PM KUSUM Scheme, stating that wider adoption of the initiative by farmers could significantly improve agricultural productivity while promoting sustainable energy use through solar-powered irrigation systems.

He also emphasised the importance of preparing India’s workforce for global opportunities by undertaking a comprehensive assessment of international skill requirements. Aligning domestic skill development programmes with global demand, he said, would enhance employment prospects for Indian youth and strengthen the country’s position in the international labour market.

During the meeting, Secretaries from various ministries shared updates on ongoing initiatives, implementation challenges and sector-specific priorities. The Prime Minister reviewed their presentations and offered guidance on improving coordination, strengthening delivery mechanisms and ensuring faster execution of development programmes.

The PMO said the discussions reflected the government’s continued focus on effective governance, policy convergence and citizen-centric reforms aimed at accelerating India’s progress towards the vision of Viksit Bharat.
