Jaipur Makes Registration of Pet Dogs and Cats Mandatory, ₹5,000 Fine for Non-Compliance After September 30

Jaipur, July 2026 : In a major step towards improving animal welfare and public health, the Jaipur Municipal Corporation (JMC) has made the registration of all pet dogs and cats compulsory. Pet owners who fail to register their animals by September 30 will face penalties of up to ₹5,000, civic authorities announced on Tuesday.

To facilitate compliance, the Corporation has granted residents a two-month grace period, allowing sufficient time to complete the registration process before penalties come into effect.

Municipal Commissioner Om Kasera said the initiative is aimed at making Jaipur a rabies-free city, promoting responsible pet ownership, and creating a comprehensive digital database of companion animals across the city.

According to Kasera, maintaining detailed records of every registered pet, including vaccination and health history, will significantly strengthen disease surveillance and help prevent the spread of life-threatening illnesses such as rabies.

“Keeping updated records of vaccination and health status will improve public safety while ensuring better welfare for pet animals,” he said.

To encourage registrations, the Jaipur Municipal Corporation will organise the city’s largest Pet Carnival on August 2, coinciding with Friendship Day. The event will provide a range of free services, including on-the-spot pet registration, anti-rabies vaccinations, veterinary health check-ups, and pet adoption facilities, creating a single platform for pet owners to complete essential formalities.

Under the new regulations, every pet dog and cat must receive its first anti-rabies vaccination at the age of three months, followed by annual booster vaccinations. Proof of vaccination will be mandatory as part of the registration records maintained by the civic body.

The Corporation clarified that the primary objective of the new rules is not to penalise pet owners but to improve public health, ensure responsible ownership, and enhance animal welfare across Jaipur.

The revised guidelines also introduce stricter compliance norms for pet shops, breeders and kennel operators. All such establishments must be registered with the Animal Welfare Board of India (AWBI). Additionally, every dog or cat must be registered with the Jaipur Municipal Corporation before it is sold or transferred to a new owner.

For puppies and kittens below three months of age, purchasers will be required to submit an affidavit confirming that the animal will receive its mandatory anti-rabies vaccination once it reaches the prescribed age.

Pet businesses must also maintain transparent records by submitting details of all animals bought and sold to the Municipal Corporation every three months.

The registration fee for pet businesses has been fixed at ₹1,000 plus GST, while the annual renewal fee will be ₹500 plus GST.

Authorities warned that pet owners who fail to register their animals after the September 30 deadline could face fines of up to ₹5,000, while other violations of the regulations may attract an additional ₹2,000 penalty.

The Corporation has also introduced a daily maintenance charge of ₹100 for dogs impounded by civic authorities.

Officials believe the new framework will help establish a more organised system for managing companion animals in Jaipur, improve disease control measures, and strengthen both public health and animal welfare across the city.
