Three Major Infrastructure Projects to Ease Traffic Congestion in Pune: CM Devendra Fadnavis

HCMTR, Inner Ring Road and Tunnel Network to Transform Urban Mobility

Mumbai, July 2026 : Maharashtra Chief Minister Devendra Fadnavis has announced that three major infrastructure projects—the High Capacity Mass Transit Route (HCMTR), Pune Inner Ring Road, and an extensive tunnel network—will be implemented to address the growing traffic congestion in Pune and its surrounding areas. He directed officials to expedite land acquisition, administrative approvals, and inter-departmental coordination to ensure the timely execution of these key urban mobility projects.

Chairing a meeting of the High-Level Committee constituted to oversee the planning, financing, implementation, and monitoring of Pune’s major transport infrastructure projects at Sahyadri Guest House, the Chief Minister instructed officials to issue a consolidated Government Resolution (GR) for transferring government land required for these projects to the Pune Municipal Corporation (PMC) and the Pune Metropolitan Region Development Authority (PMRDA). He also directed that private land required for the Inner Ring Road project be acquired through direct cash compensation.

The meeting was attended by Deputy Chief Ministers Eknath Shinde and Sunetra Ajit Pawar, senior government officials, PMC Commissioner Naval Kishore Ram, Pimpri-Chinchwad Municipal Commissioner Vijay Suryawanshi, PMRDA Metropolitan Commissioner Abhijit Chaudhari, and senior police officers. Detailed presentations on the projects were made by the concerned officials.

High Capacity Mass Transit Route (HCMTR)

The Chief Minister described the HCMTR as a transformational long-term infrastructure investment for Pune that would significantly improve traffic flow and urban mobility.

The elevated six-lane corridor, spanning approximately 43.6 km, is expected to reduce road congestion by 25–30 per cent while integrating all Metro corridors and increasing the city’s road carrying capacity. Fadnavis directed officials to prepare an appropriate financial model and ensure that the project begins at the earliest and is completed by 2028.

Key features of HCMTR include:

• Approximately 36 km of elevated six-lane corridor through central Pune.
• Estimated construction cost of around ₹9,000 crore, with an additional ₹3,000 crore for land acquisition.
• Seamless integration with Pune’s public transport network.
• Four project packages covering Bopodi–Sinhagad Road (10.5 km), Sinhagad Road–Solapur Road (13.2 km), Solapur Road–Airport Chowk (10.21 km), and Airport Chowk–Bopodi (9.17 km).

PMRDA Inner Ring Road

The proposed 83.12-km Inner Ring Road, to be developed by PMRDA, will connect 44 villages and will be implemented in five phases at an estimated cost of ₹25,159.88 crore.

The Chief Minister instructed officials to complete all procedural formalities within the next six to seven months and expedite land acquisition through cash compensation.

The five phases include:

• Phase I: Solu Interchange–Vadgaon Shinde (4.70 km) and Lohgaon–Wagholi (7.56 km)
• Phase II: Wagholi–Kadamwak Wasti (9.36 km)
• Phase III: Kadamwak Wasti–Jambhulwadi (21.48 km)
• Phase IV: Jambhulwadi–Bhugaon (14.21 km)
• Phase V: Bhugaon–Parandwadi (25.80 km)

Proposed Tunnel Network

As part of the ambitious Patal Lok Project, the government plans to construct three major tunnels to decongest Pune city:

• Bhosari–Undri–New Airport: 36 km, including 10 km of elevated corridor.
• Ramnadi (Bhugaon)–Rajaram Bridge: 8 km.
• Taljai Hill–Padmavati–Hingane: 1.65 km.

Chief Minister Fadnavis directed officials to undertake a comprehensive survey of the tunnel network with the assistance of expert institutions and technical consultants before finalising the project.

The meeting also reviewed PMRDA’s proposed Town Planning Schemes, with the Chief Minister directing the authority to prepare and submit proposals regarding the cancellation of 15 proposed schemes involving PMRDA and the Pune Municipal Corporation for further government consideration.

The three infrastructure projects are expected to significantly improve connectivity, reduce travel time, strengthen public transport integration, and support Pune’s long-term urban growth.
