Swachh Bharat Mission Rural and Residential Lease Distribution Program
Prime Minister Shri Narendra Modi transformed the Swachh Bharat Mission into a mass movement. The Central and State Governments are committed to realizing the resolution for the welfare of the poor, said Chief Minister Shri Bhajan Lal Sharma.
Residential leases distributed to approximately 21,000 freed, nomadic, and semi-nomadic families.
Jaipur : Chief Minister Shri Bhajan Lal Sharma stated that under the leadership of Prime Minister Shri Narendra Modi, the Central and State Governments are actively working to realize Mahatma Gandhi’s vision of cleanliness and the welfare of the poor. He emphasized that the Prime Minister recognizes four key groups in the country—laborers, farmers, youth, and women—and that schemes are being implemented to uplift these communities.
Shri Sharma was addressing the ‘Swachh Bharat Mission Rural and Residential Lease Distribution Program’ organized at the State Agricultural Management Institute in Durgapura. He noted that October 2 marks the birth anniversary of two great leaders, Gandhiji and former Prime Minister Shri Lal Bahadur Shastri, both of whom dedicated their lives to strengthening the nation.
The Chief Minister remarked that Gandhiji believed “cleanliness is service,” a principle that serves as the foundation of the ‘Swachh Bharat Mission’ launched by Prime Minister Modi on Gandhi Jayanti in 2014. He explained that the Prime Minister has turned this mission into a mass movement, actively involving the public.
Shri Sharma mentioned the construction of millions of toilets, the eradication of open defecation, and the increased awareness of cleanliness, all of which have significantly contributed to the cleanliness of villages, cities, and towns. He stated that the ‘Swachhata Hi Seva’ campaign has been running from September 17 to October 2, 2024, converting targeted areas into clean spaces.
Under the ‘Sabki Yojana, Sabka Vikas’ initiative, schemes for the sustainable development of Gram Panchayats have been tailored to local needs under the Prime Minister’s leadership. The main goal of this initiative is to ensure the effective implementation of development schemes with the active participation of villagers.
The Chief Minister announced that the state government has taken a historic step to allocate land to the homeless individuals from the Vimukta, Nomadic, and Semi-Nomadic communities. Approximately 21,000 families have received land leases. Mr. Sharma highlighted that these communities are integral to Rajasthan’s culture and have played a vital role in the country’s independence despite enduring British oppression. He affirmed the government’s commitment to providing these individuals with permanent housing.
Almost 50 percent of the promises in the Sankalp Patra fulfilled
Chief Minister Mr. Sharma stated that the nine-month tenure of the current state government has focused on all sections of society, including farmers, laborers, youth, and women. He indicated that the government is on track to fulfill about 50 percent of the promises outlined in the Sankalp Patra within this short time frame. The increase in farmers’ Samman Nidhi, the MSP for wheat, providing LPG cylinders at ₹450 to needy families, reducing petrol and diesel rates, raising the honorarium for Anganwadi and Panchayat workers, and the initiative to implement the ERCP scheme demonstrate the government’s vision and commitment.
Four lakh government appointments will be made in five years
Mr. Sharma noted that around 60,000 fourth-class employee positions are currently vacant across various state government departments, a situation overlooked by the previous administration. His government plans to recruit transparently for these posts and has issued a notification for the recruitment of 23,820 sanitation workers through local bodies. He expressed confidence that these decisions would contribute to the state’s goal of providing 1 lakh government jobs this year and 4 lakh over the next five years.

During the event, the Chief Minister distributed residential plot leases to families from nomadic, semi-nomadic, and Vimukta communities and interacted with several beneficiaries. Mr. Manfool Nath, a beneficiary from Bikaner, expressed gratitude, stating that the government had finally provided them with shelter after years of uncertainty. The Chief Minister assured that with the lease, these families could also build homes under the Pradhan Mantri Awas Yojana. Another beneficiary from Chittorgarh, Mr. Rupesh, thanked the Chief Minister for his compassionate efforts on behalf of their community. Leases were distributed to approximately 21,000 families in ceremonies held across various districts, attended by several ministers, MLAs, and public representatives.
The Chief Minister also recognized various Gram Panchayats and Panchayat Samitis for their exemplary work under the Swachhata Hi Seva Abhiyan. He distributed PPE kits to sanitation workers and released a booklet themed “Sabki Yojana-Sabka Vikas.” During the event, he also administered an oath of cleanliness to those present.
Panchayati Raj Minister Mr. Madan Dilawar, Minister of State for Rural Development and Panchayati Raj Mr. Otaram Dewasi, Jaipur MP Mrs. Manju Sharma, Jaipur District Head Mrs. Rama Chopra, Government Secretary for Panchayati Raj Dr. Jogaram, and Swachh Bharat Mission Director Saloni Khemka were present at the program, along with public representatives, senior officials, and a large number of individuals from the nomadic, semi-nomadic, and freed communities.
