ECI Clarifies Misconceptions on Maharashtra Voter Turnout and Electoral Process
New Delhi: The Election Commission of India (ECI) has addressed concerns raised by the Congress party over voter turnout discrepancies during the 2024 Maharashtra Assembly elections. The Commission provided a detailed explanation of the voter turnout aggregation process, aiming to clear doubts surrounding changes in turnout figures reported between 5 pm and 11:45 pm on polling day.
In its response, the ECI stated that such fluctuations are part of the routine consolidation process of voter data. It emphasized that actual voter turnout figures cannot be manipulated as the statutory Form 17C—an official document detailing votes polled—is handed over to candidates’ authorized agents at polling stations before polls close. Additionally, the ECI clarified that the Voter Turnout Reporting (VTR) app is a tool for tracking voting trends in real-time and does not replace the legally binding Form 17C.
The Commission also addressed allegations by the Congress regarding arbitrary additions or deletions of voters in Maharashtra. It dismissed claims that 50,000 voters were added in 50 assembly constituencies between July and November 2024. The ECI clarified that significant increases occurred only in six constituencies, not 50 as alleged. The Commission asserted that voter list updates are conducted in a transparent and rule-based manner, with political parties actively participating at every stage.
The ECI highlighted the robustness of its electoral roll management process, which involves multiple checks and balances to ensure accuracy. It explained that voter deletions were based on legitimate reasons, such as deaths, transfers, or duplicate entries, following due process. For example, the average deletion per assembly constituency due to these factors was approximately 2,779 voters, with Congress representatives included in these deliberations.
Further addressing Congress’s concerns, the ECI reiterated its commitment to a transparent and participatory electoral process. It underscored that the involvement of political parties and candidates is a cornerstone of the Indian electoral system. To enhance understanding, the ECI has supplemented Frequently Asked Questions (FAQs) on electoral rolls, providing detailed insights into voter list updates and electoral roll preparation.
The Commission also responded to allegations of irregular voter removal patterns, assuring that no widespread or unusual deletions were observed in Maharashtra constituencies. It urged political parties to offer constructive suggestions to further strengthen the electoral process, emphasizing the importance of mutual collaboration.
In addition, the ECI informed the Congress party that all requested voter data, including Form 20, is publicly available on the website of CEO Maharashtra and can be downloaded. It reassured the Congress that its electoral processes remain careful, transparent, and participatory, with a commitment to upholding the integrity of elections.
By addressing these concerns in detail, the ECI aims to maintain public trust in India’s democratic processes while encouraging meaningful dialogue with political stakeholders.
