CM Outlines 7-Point Action Plan for 100 Days; Instilling Discipline in Administration
Chief Minister Devendra Fadnavis addressed a video conference with all Divisional Commissioners, Special Inspectors General of Police, District Collectors, Municipal Commissioners, Police Commissioners, District Superintendents of Police, and CEOs of Zilla Parishads in the presence of Deputy Chief Minister (Urban Development and Housing) Eknath Shinde, Deputy Chief Minister (Finance and Planning) Ajit Pawar, and other cabinet members. The discussion revolved around a “100-Day Action Plan for Regional Offices.”
A 100-day action plan has been formulated for administrative departments across the state. In line with this, regional government and semi-government offices have been instructed to implement effective measures over the next 100 days focusing on the following seven areas:
- Website Management
- Ease of Living
- Cleanliness
- Grievance Redressal
- Workplace Amenities
- Investment Promotion
- Field Visits
Detailed Overview of the Seven-Point Action Plan:
- Website Management:
All offices must update their websites with accurate and accessible information. Websites should be user-friendly and feature maximum proactive disclosures as per the Right to Information Act, 2005. They should also ensure interactivity for citizens and adopt stringent cybersecurity measures. Updates must comply with guidelines from the National Informatics Centre (NIC) and the GIGW framework. - Ease of Living:
Administrative procedures should be reviewed to simplify at least two public services in each department. Continuous efforts must be made to improve citizens’ daily lives. - Cleanliness:
Government and semi-government offices must regularly dispose of outdated files, equipment, and vehicles following established procedures. Old and unused items, such as furniture and vehicles (especially in police departments), should be auctioned or discarded appropriately. - Grievance Redressal:
Pending complaints received through portals like “Aaple Sarkar” and “P.G. Portal” must be resolved promptly, ensuring zero backlog before January 1, 2025. Officers should allocate daily visiting hours for public interactions, and such timings must be prominently displayed in offices. A more effective implementation of “Lokshahi Din” must be ensured at the taluka, district, and divisional levels to address local issues promptly. - Workplace Amenities:
Proper arrangements for drinking water and clean restrooms should be ensured for employees and visitors. Offices should have well-maintained waiting areas and display signboards for easy navigation. Beautification efforts should create a pleasant environment, utilizing funds from the District Planning Committee if necessary. - Investment Promotion:
Efforts must be made to create a favorable environment for industrial investments, resolve challenges faced by investors, and maintain law and order. Collaborative discussions with trade organizations should be undertaken to address their concerns. - Field Visits:
Officers must dedicate at least two days per week to visiting subordinate regional offices to inspect the implementation of flagship programs and projects. Field visits should also include monitoring the functioning of gram panchayats, schools, anganwadis, and primary health centers. Immediate action should be taken on feedback and issues raised by grassroots employees.
The successful implementation of this 100-day plan must be completed by April 15, 2025, and a detailed report should be submitted to senior officials by April 20, 2025, as directed by Chief Secretary Sujata Saunik on January 13, 2025.
In Thane district, the administration, under the guidance of District Collector Ashok Shingare and CEO Rohan Ghuge, has already begun executing this seven-point plan. Municipal Commissioners, Police Commissioners, and other department heads have actively participated, and the initiative has been welcomed by the citizens of Thane.
