High-Security Registration Number Plate Mandatory for Vehicles Manufactured Before April 1, 2019

Regional Transport Office Appeals to Vehicle Owners

Mumbai – According to the Central Motor Vehicle Rules, 1989, and guidelines issued by the Ministry of Road Transport and Highways, all vehicles manufactured from April 1, 2019, onward must be fitted with a High-Security Registration Number Plate (HSRNP). This initiative aims to prevent tampering, counterfeiting, and vehicle-related crimes, while also enabling better identification of vehicles on the road.

The state government has now mandated that all vehicles registered before April 1, 2019, must also be equipped with HSRNPs. Accordingly, the Mumbai Central Regional Transport Office (RTO) has urged all vehicle owners within its jurisdiction to install these high-security number plates.

For national security reasons, the Supreme Court has also directed that all pre-2019 vehicles must be fitted with HSRNPs.

In Mumbai (Central RTO’s jurisdiction), Real Mazon India Ltd. has been designated as the official agency for installing these plates. Vehicle owners must book an appointment via the online portal https://hsrpmhzone2.in to get their number plates installed.

Even if a vehicle is registered outside the Mumbai Central RTO’s jurisdiction but is frequently used in this area, it must still be fitted with an HSRNP. In case of any complaints related to the number plate installation, vehicle owners can report their issues through the service provider’s portal or at the Mumbai Central RTO office.
