Gopalan Minister Issues Directives to Officials for Better Results
Jaipur : A review meeting of the Gopalan Department was held on Thursday at the State Secretariat under the chairmanship of Shri Joraram Kumawat, Minister for Animal Husbandry, Cow Rearing, Dairy, and Devasthan. Dr. Samit Sharma, Secretary of Animal Husbandry and Cow Rearing, was also present at the meeting.
During the meeting, a detailed discussion was held with representatives of the Revenue Department regarding amendments to the rules for land allocation to cow shelters. It was noted that under the current regulations, setting up shelters at the gram panchayat level is challenging. To address this issue, Shri Kumawat directed officials to introduce some flexibility in the guidelines of the Rajasthan Gaushala Act, 1960 and suggested making amendments to the rules for shelter planning at the panchayat level. These changes aim to facilitate the establishment of more gaushalas (cow shelters) across the state.
While reviewing the investigation into the fraudulent grants received by certain gaushalas in Jaisalmer district, Shri Kumawat emphasized strict action against fake cow shelters. He instructed officials to recover funds from fraudulent shelters as a penalty, setting an example for others. He also directed the officials to ensure the timely payment of pending grants to legitimate gaushalas. Officials informed the minister that from April onwards, grants will be disbursed according to the new budget allocation.
The meeting also discussed the revised framework of the District-Level Nandishala Scheme (bull shelters). Shri Kumawat pointed out that the current grant amount for establishing Nandishalas at the district level is insufficient, leading to a lack of new shelters. He instructed officials to prepare a proposal for increasing the grant and send it to the Finance Department for approval. Additionally, he directed them to resolve all pending cases under the Gaushala Development Scheme to bring the backlog to zero. Officials reported that most of the pending cases have already been addressed. Shri Kumawat further instructed that guidance be provided to ineligible gaushalas so that they can meet the necessary criteria and receive government support.
On this occasion, Shri Joraram Kumawat launched a KPI (Key Performance Indicator) module on the Gopalan Web Application to monitor the performance and ranking of government-aided gaushalas based on monthly progress reports. This system is expected to enhance facilities, development, and the implementation of essential activities in gaushalas.
The meeting was attended by Prahlad Sahai Naga, Director of the Gopalan Department, along with other senior officials.
