Prioritize roadside land for school construction – Manoj Kumar Singh, Chief Secretary
Lucknow : Chief Secretary Manoj Kumar Singh reviewed the progress of the construction of CM Model and CM Abhyuday Schools and issued necessary directives to concerned officials.
In his address, the Chief Secretary emphasized that the CM Model and CM Abhyuday Schools are ambitious projects of the Uttar Pradesh government. He instructed that land for Chief Minister Model Composite Schools should be selected within the village panchayats at the Nyay Panchayat level to ensure accessibility for students from nearby villages. This would especially benefit students commuting on foot or by bicycle.
He further directed that preference should be given to land situated along the roadside for school construction. A comprehensive framework should be developed for the selection of principals, teachers, and students. He also instructed officials to prepare proposals for implementing the Mid-Day Meal scheme in these schools.
Highlighting the importance of physical development and sports along with academics, he said that adequate space should be ensured in all schools for facilities such as open gyms, race tracks, volleyball courts, badminton courts, hockey courts, indoor play areas, and yoga centers.
For locations where land selection is already complete, executing agencies must expedite the tender process and begin construction at the earliest. Third-party audits should be arranged for all construction activities. Departments and districts must keep continuous oversight of the work of executing agencies to ensure timely completion of construction projects.
Notably, CM Model Composite Schools will be established in all 75 districts of the state. These schools will offer education from pre-primary to Class 12 based on the UP Board curriculum in science, mathematics, commerce, and arts. An estimated ₹24.78 crore will be spent on civil works per school. Each school will be built on a 5 to 10-acre plot and accommodate up to 1,500 students.
In the first phase, 75 out of the state’s 24,000 composite schools (pre-primary to Class 8) have been selected for upgradation into Chief Minister Abhyuday Composite Schools. This is expected to benefit over 30,000 students.
The upgraded Abhyuday schools will feature modern computer labs, libraries, smart classrooms, Mid-Day Meal sheds, children’s and nutrition gardens, Wi-Fi, and CCTV surveillance. The schools will have an ‘Abhyuday Block’ with classrooms. Existing buildings will be renovated at a cost of ₹15 lakh, with seating capacity for 450 students.
The meeting was attended by Additional Chief Secretary (Basic Education) Mr. Deepak Kumar, Director General (School Education) Ms. Kanchan Verma, Secretary (Secondary Education) Mr. Bhagwati Singh, and other senior officials, along with District Magistrates and Chief Development Officers from all districts through video conferencing.
