Pharma sector in UP gets major boost, ‘Nivesh Mitra’ single window portal emerges as game-changer

Lucknow : Under the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh is witnessing a remarkable transformation in its pharmaceutical sector. The state’s ‘Nivesh Mitra’ single window portal—an entirely paperless, online system—has emerged as a game-changer, significantly easing the process of doing business for pharma entrepreneurs and investors. So far, the portal has facilitated the issuance of over 1.71 lakh licenses, propelling unprecedented growth in the industry.

Complementing this digital push is the implementation of the Uttar Pradesh Pharmaceutical and Medical Device Policy, 2023, which, in coordination with the Central Drugs Standard Control Organization, has enhanced business ease and transparency in the sector. Together, these initiatives are not only drawing significant investment into the state’s pharma industry but also opening up new avenues for employment.

Over the past three years, the state has attracted investments worth approximately Rs 2,845 crore in the pharmaceutical sector via the single window portal. This includes investments in manufacturing units, blood centers, and drug retail establishments.

Between the years 2022–23 and 2024–25, around 167 manufacturing units were set up, creating about 3,340 jobs. In the same period, 195 blood centers and 32,475 medicine retail outlets were also established, which created approximately 1,365 and 64,995 jobs respectively.

The Pharmaceutical and Medical Device Policy, 2023 has further strengthened investor confidence. The policy offers several incentives, including a stamp duty exemption of Rs 3.89 crore, encouraging new investments and expansion of existing businesses. This has led to a spike in both manufacturing facilities and retail operations within the state.

Additionally, the state government, in coordination with the Central Drugs Standard Control Organization (CDSCO), implemented the Online National Drug Licensing System (ONDLS) portal. This portal plays a key role in issuing licenses related to medicines, cosmetics, and blood centers.
As a result of CM Yogi Adityanath’s policies, the pharmaceutical sector in Uttar Pradesh has seen significant improvement in ease of doing business. This initiative is not only helping the pharma industry reach new heights but is also contributing significantly to the state’s economic growth and job creation.
