CM Stalin Launches 10 Simplified Public Certificates Under “Simple Governance” Initiative
Under the “Simple Governance” initiative, Hon’ble Chief Minister of Tamil Nadu, Thiru M.K. Stalin, launched 10 simplified public services to benefit the people.
The CM launched these reforms at the Secretariat as part of administrative streamlining under the Finance Department’s initiative. The services include simplified versions of:
- Sanitation Certificate
- Public Building License
- Registration for Old Age Homes
- License for Hostels for Working Women
- Women’s Shelter Registration
- Property Encumbrance Certificate
- List of Slaughterhouses from Tamil Nadu Pollution Control Board
- Certificate of Non-Utilisation of Agricultural Land for Farming
- Nativity Certificate
- ID Cards for Health Workers
These certificates have been made available through a single online platform.
This effort is part of the “Simple Governance” initiative announced in the Tamil Nadu Budget on 21.06.2021, which aims to digitize and simplify public services to ensure transparency, accountability, and ease of access. A total of 150 services are being targeted for simplification in this phase.
Two expert committees—a Screening Committee and an Empowered Committee—review and approve these changes. All the reforms are based on detailed review and CM Stalin’s directions.
Key simplifications introduced include:
- Digital KYC
- Self-declarations
- Online verification
- Extended validity periods for licenses (up to 10 years in some cases)
- Instant issuance through QR-coded certificates
For instance, the process for obtaining a Sanitation Certificate, which previously took up to 3 weeks, can now be completed within a day. Similarly, the license process for public buildings, old age homes, and hostels has been reduced from several months to one day.
These reforms are part of the government’s larger mission to ensure that government services are “available everywhere, to everyone” digitally and efficiently.
