Chief Secretary Reviews Preparations for Saturday’s Mock Drill “Operation Shield”
Jaipur – Chief Secretary Shri Sudhansh Pant held a high-level meeting with senior officials at the Secretariat on Friday to review preparations for the second Civil Defence Exercise “Operation Shield,” scheduled for Saturday. The drill is being conducted in compliance with the guidelines of the Union Ministry of Home Affairs to assess and strengthen civil defence readiness and operational efficiency.
Shri Pant emphasized that all communication systems, including sirens, must be fully functional to ensure robust communication infrastructure. He urged officials to use the learnings from the first mock drill to further enhance their preparedness for potential wartime scenarios.
He instructed that civil defence controllers should determine the timing of the drill and blackout based on local conditions. The Chief Secretary also directed that the mock drill simulate a real-time scenario and that the timing and location of the blackout be kept confidential to maintain authenticity.
He further directed officials to ensure strict adherence to the Ministry of Home Affairs’ guidelines by establishing inter-agency coordination, strengthening disaster response mechanisms, and ensuring compliance with civil defence protocols.
During the meeting, Director of the Directorate of Civil Defence, Shri Jagjit Singh Monga, outlined the roles of the Air Force, medical teams, local bodies, home guards, power utilities, police departments, and district administrations during the mock drill.
The meeting was attended by Additional Chief Secretary (Home) Shri Anand Kumar, Director General of Police Shri U.R. Sahu, Director General of Intelligence Shri Sanjay Agarwal, Additional Director General of Police (Law and Order) Shri Vishal Bansal, Managing Director of Rajasthan Rajya Vidyut Prasaran Nigam Shri Nathmal Didel, along with representatives from the Air Force, Indian Army, and Civil Defence Department. Divisional Commissioners, Inspectors General of Police, District Collectors, and Superintendents of Police also joined the meeting via video conferencing.
