Har Ghar Tiranga Campaign – Till August 15, Activities Being Held in Three Phases to Instill Patriotism Through Maximum Public Participation: Chief Secretary

Jaipur, Aug 2025 – A review meeting was held on Thursday at the Secretariat under the chairmanship of Chief Secretary Shri Sudhansh Pant, in the presence of Principal Secretary, Tourism, Art & Culture Shri Rajesh Yadav, Secretary, Panchayati Raj Dr. Jogaram, Secretary, Local Self-Government Department Shri Ravi Jain, Director, Social Justice & Empowerment Shri Ashish Modi, and other senior officers from various departments. The meeting reviewed progress so far on the Har Ghar Tiranga programme, being held from August 2 to August 15, 2025, in three phases as per the guidelines of the Ministry of Culture, Government of India.

The Chief Secretary said that, as every year, the Har Ghar Tiranga campaign will once again infuse new energy into the spirit of patriotism among citizens. Under the leadership of Chief Minister Shri Bhajanlal Sharma, various activities are being organized in coordination with multiple departments to inspire a sense of patriotism and dedication among citizens.

He directed that during campaign events like Tiranga Mela and Tiranga Concert, local products and artists should be given opportunities, and eco-friendly products made by state Self-Help Groups should be used to promote the Vocal for Local initiative.

The Chief Secretary instructed all district collectors via video conference to regularly monitor activities in their districts and ensure data is uploaded to the campaign portal. He emphasized active participation of Tiranga Volunteers and achieving a distribution target exceeding last year’s number of flags.

He stressed that during official ceremonies on national occasions, the process of honoring government employees and others must strictly uphold integrity, credibility, and transparency, with proper scrutiny of eligibility and achievements.

He also instructed the Panchayati Raj Department – the campaign’s nodal department – to immediately procure the required flags, distribute them to all institutions under its jurisdiction (Gram Panchayats, Panchayat Samitis, Zila Parishads, etc.), and ensure compliance with Ministry of Culture guidelines for all three phases so the campaign is successfully completed within a week.

Departments making outstanding contributions to the campaign’s success will be recognized and honored by the government, and Panchayati Raj’s nodal officer will stay in regular contact with the Ministry of Culture.

The Local Self-Government Department was directed to organize activities under themes such as Har Ghar Tiranga, Har Ghar Swachhata: Utsav of Freedom, and Har Ghar Tiranga with Swachhata. Public representatives, local SHGs, NGOs, philanthropists, donors, dignitaries, local artists, musicians, sportspersons, and other active citizens should be invited as per programme requirements.

Phases of the Campaign:

Phase 1 (2–8 August):

  • Decorate school walls and boards in Tiranga theme.
  • Organize exhibitions in government buildings and educational institutions.
  • Hold workshops and competitions for making “Tiranga Rakhi.”
  • Organize Tiranga rangoli competitions in schools, colleges, and public places.
  • Create rangoli decorations at public and tourist spots with women SHG participation.
  • Conduct special drives for cleaning local water bodies.
  • Run special cleanliness drives in high-footfall urban areas, slums, and public spaces.
  • Ensure regular cleaning of community toilets, public toilets, and urinals.
  • House-to-house awareness campaigns on waste segregation, home composting, and “My City, My Waste, My Responsibility.”
  • Use only eco-friendly branding material (no flex or plastic).
  • Engage social media influencers, bloggers, and ambassadors for promotion.

Phase 2 (9–12 August):

  • Organize Tiranga Mahotsav, Tiranga Mela, and Tiranga Concert with dignitaries such as the Governor, Chief Minister, MPs, and MLAs.
  • Focus Tiranga Melas on local products, with participation of urban SHGs and performances by local and renowned artists.
  • Prominently display the national flag in all events.
  • Set up collection points for used flags at Chief Minister’s Sadbhavna Kendras after Independence Day activities.

Phase 3 (13–15 August):

  • Conduct flag hoisting ceremonies and special lighting at all government buildings, educational institutions, hotels, offices, etc.
  • Promote “Selfie with Tiranga.”
  • Invite sanitation workers as “Special Guests” in Independence Day ceremonies.
  • Give awards for best rangoli (top 3), paintings (top 3), clean water body, clean office (govt./non-govt.), clean market, clean tourist site, clean school, best worker (5 women, 5 men), and best brand ambassador.
  • During door-to-door campaigns, spread awareness on waste segregation, composting, clean neighborhoods, banning single-use plastic, and eco-friendly products.
  • Promote the Swachhata app.

Monitoring & Reporting:

From Phase 2 onward, online reporting will be available on the campaign portal. Entries on numbers of cleanliness drives, household cleanliness campaigns, transformed GVP/CTU, collection drives at CM Sadbhavna Kendras, SHG participation in flag-making, and zero-waste flag-hoisting sites must be submitted by August 16, 2025.
Campaign activities should be posted on local bodies’ social media handles using #HarGharTiranga and #HarGharSwachhata, tagging @SwachhBharatGov and @SmdsbmU.
Officers must send compliance reports to the Directorate by August 18, also emailing a soft copy to sbm2.0pmudlb@gmail.com.
