Chief Minister Launches Intensified IEC Campaign and HIV Test Drive 2025 in Mizoram

Aizawl, Aug 2025 – Chief Minister Pu Lalduhoma today inaugurated the Intensified IEC Campaign on HIV along with the HIV Test Drive Campaign 2025 at the I&PR Auditorium. The event was attended by Health Minister Pi Lalrinpuii as the chief guest, with Minister Pu B. Lalchhanzova also present.

In his address, the Chief Minister stressed that HIV, once contracted, has no cure, and the only way to remain safe is through prevention. He urged the public to be fully informed and to actively spread awareness. Since the infection is already present across all regions of Mizoram, he called for targeted action in rural and remote areas.

He noted that while Mizoram has high awareness about HIV/AIDS, the infection rate remains concerning. In 2024–25, 68.13% of detected cases were sexually transmitted, with 29.25% spread through injecting drug use. Overall, 97.38% of HIV cases in the state are linked to these two main causes.

Counsellors at HIV testing centres (ICTCs) have reported that while many people who test positive understand the modes of transmission and prevention, they often hesitate to change risky behaviour. The Chief Minister encouraged everyone to avoid drug use, practise safe behaviour, and get tested regularly for their own and others’ safety.

He appealed to community leaders to support the campaign, urging YMA (Young Mizo Association) members to speak out against unsafe practices and promote prevention at public gatherings and events.

Health Minister Pi Lalrinpuii reaffirmed that Mizoram continues to face a serious HIV/AIDS challenge and that a strong, sustained campaign is essential. She stressed the importance of knowing one’s HIV status and changing behaviour where necessary.

The event was chaired by Pu H. Lalengmawia, Commissioner & Secretary, Health & Family Welfare, and included prayers by Rev. C. Lalhungliana. Dr. Jane Rinsangi Ralte, Project Director of MSACS, presented an overview of the HIV/AIDS situation in the state.

Since 1990, Mizoram has recorded 32,994 HIV cases, including 2,471 new detections in 2024–25 (1,602 male, 869 female, and 140 transgender individuals). About 97% of all cases are preventable. Mizoram ranks among the top five states in India for effective HIV/AIDS prevention and care.

The Intensified IEC Campaign will cover 88 villages in 11 districts, with large-scale HIV testing drives planned during the campaign period.
