UP now free from mafia dominance, declares CM Yogi
Gorakhpur, Aug 2025 : Chief Minister Yogi Adityanath said that eight years ago, no one could have imagined a Uttar Pradesh free of riots and mafias. “But today, riot-free and mafia-free Uttar Pradesh is a reality. Mafia elements have been uprooted, and their tendencies can no longer dominate the state,” he declared. The Chief Minister emphasized that goons no longer pose a threat to sisters, daughters, or traders. “Today, common people are not harassed, and the youth no longer need to wander in search of employment,” he added.

CM Yogi was addressing a public gathering in Manbela after inaugurating two Kalyan Mandapams—one in Manbela and another in the Rapti Nagar Extension Scheme—in Gorakhpur on Saturday. Constructed by the Gorakhpur Development Authority (GDA), the Manbela Kalyan Mandapam was built at a cost of Rs 2.65 crore with funds from the Chief Minister’s MLA fund, while the Rapti Nagar facility cost ₹85 lakh.
Highlighting the transformation since 2017, CM Yogi said, “Positive change has come to Uttar Pradesh because people chose a good government, and good governments always think for the good.”
Engaging directly with the crowd, the Chief Minister posed questions and answered them himself. “Earlier, who could even think about investment in Uttar Pradesh, four-lane road connectivity, reopening fertilizer factories, or establishing new industries? But today, the highest investment in the country is coming to UP. Big industries are being set up, four-lane connectivity is reaching everywhere, and Gorakhpur’s fertilizer factory has been revived,” he noted.
In UP, treatment targeted not just disease, but the mindset too: CM Yogi
The area of Manbela, where Chief Minister Yogi Adityanath inaugurated a newly built Kalyan Mandapam, was once known as encephalitis-affected. Recalling his long battle as an MP against the deadly disease, the CM said that until 2017, this region witnessed the tragic loss of many children every year during this season.
Highlighting the change brought in the past eight years, CM Yogi said that his government not only treated encephalitis and its root causes but also worked on curing the “diseased mindset” of leaving Uttar Pradesh in a neglected and sick state—a clear reference to the previous governments.
He emphasized that the combined efforts in health, infrastructure, and governance have created a new Uttar Pradesh where epidemics are controlled, development is visible, and people no longer live in fear or despair.
CM Yogi gets emotional recalling encephalitis era in Manbela
Remembering the days when encephalitis had gripped Manbela, Chief Minister Yogi Adityanath became emotional on Saturday. He said that eight years ago, it was difficult to even imagine a solution to the disease, but today, the double-engine government has succeeded in eliminating it ahead of the target.
The Chief Minister recalled how, during this season in the past, every mother lived in fear, wondering which child would fall prey to encephalitis. “Now, with the disease under control, children’s future is secure,” he said.
Sharing his experiences, CM Yogi said that earlier there were no proper arrangements for encephalitis treatment in the medical college. “At that time, four children were admitted on a single bed. Today, the encephalitis ward of the medical college is fully air-conditioned,” he added.
Taking a swipe at previous governments, the Chief Minister said they had left the poor to their fate, while his government worked with determination to eradicate both the disease and the despair associated with it.
Now no one faces difficulty in getting treatment: CM
The CM mentioned the dilapidated condition of government hospitals during the previous government and the lack of schemes for treatment. Chief Minister Yogi Adityanath said that healthcare in Uttar Pradesh has undergone a complete transformation. Today, no one faces difficulty in getting treatment, as government hospitals are equipped with all necessary facilities. In addition, the Ayushman Bharat scheme is providing free treatment of up to Rs 5 lakh for the poor and elderly.
The Chief Minister further said that those who do not possess an Ayushman card are being assisted through the Chief Minister’s Relief Fund. “In just one year, the state government has provided Rs 1,100 crore from the Relief Fund to support the treatment of serious diseases,” he added.
Health services transformed
During his address, Chief Minister Yogi Adityanath highlighted not only the success in controlling encephalitis but also the government’s efforts in strengthening the overall healthcare system in Uttar Pradesh, particularly in the eastern region. He said that crores of rupees have been invested to improve medical services, ensuring that people no longer face hardships in accessing treatment.
The Chief Minister pointed out that before 2017, the only major treatment centre in eastern UP was BRD Medical College, which itself was in a poor condition. “After our government came to power, BRD Medical College has been completely transformed and is now delivering excellent healthcare services,” he said. He added that the establishment of AIIMS in Gorakhpur has further strengthened the region’s medical infrastructure, bringing world-class healthcare facilities to the doorstep of the people.
Fertilizer factory and Pipraich sugar mill restarted
Since CM was in Manbela, it was natural to mention the fertilizer factory nearby, which was restarted after his prolonged efforts. He said that the restarting the fertilizer factory and the Pipraich sugar mill is a result of positive thinking. Calling the Ayush University in the Pipraich constituency another major achievement for the region, he said that only with a development-oriented mindset can achieve this much.
Dozens of factories being set up in GIDA, youths getting employment near home
The CM said that earlier it was a dream to set up industries in Gorakhpur, but today dozens of big factories are being established in GIDA. Youths no longer need to go elsewhere for employment. They are now getting jobs near their homes while staying with their families.
Providing housing to every poor is the responsibility of the government
During the program, CM Yogi distributed allotment certificates to LIG and EWS beneficiaries under the Sports City residential area of the Rapti Nagar Extension Scheme. On this occasion, he said that providing houses to every poor person is the government’s responsibility. He informed that in eight years, 57 lakh houses have been provided to the needy under the PM Awas Yojana and schemes of the authorities. With the cooperation of the administration, happiness is coming into people’s lives.
Benefits being given not by face or party, but to all
The CM said that earlier governments used to give benefits of schemes by looking at a person’s face or party affiliation. But now, benefits are given to everyone, in line with the mantra of ‘Sabka Saath, Sabka Vikas’. This transformation is now visible in society.
Establishing Ramgarhtal in the south, Chilua Tal in the north as tourism centers
Highlighting development-oriented changes in Gorakhpur city over the past eight years, the CM said that Ramgarhtal, neglected for decades, is now shining as a tourist destination. He said that in the south of the city, there is Ramgarhtal, and in the north, Chilua Tal has become a tourism hub. Thousands of people are coming here with their families.
Pledge for a developed Gorakhpur by 2047
CM Yogi Adityanath reminded citizens of Prime Minister Narendra Modi’s resolution for a developed India by 2047 and appealed that they should take a pledge for a developed Uttar Pradesh and a developed Gorakhpur by 2047. For this, everyone should fulfill their responsibility in their own areas. He said that with the changes of the past eight years, there will be no difficulty in achieving the developed Gorakhpur pledge. The reason is that in these eight years, the crisis of identity for Gorakhpur has ended. Ten years ago, people here had to hide their identity. Now, this is the new Gorakhpur of new Uttar Pradesh and new India.
Every city is adopting Gorakhpur’s Kalyan Mandapam model
CM Yogi described the Kalyan Mandapam as an innovative initiative, saying that it was started in Gorakhpur. Today, Prayagraj, Varanasi, Meerut, Bareilly, and other cities are adopting Gorakhpur’s Kalyan Mandapam model. The Kalyan Mandapam is not only providing facilities to the poor but also creating healthy competition among all municipal corporations.
On this occasion, MP Ravi Kishan, Mayor Dr. Manglesh Srivastava, BJP state vice president and MLC Dr. Dharmendra Singh, MLAs Vipin Singh, Mahendra Pal Singh, Shriram Chauhan, Rajesh Tripathi, Dr. Vimlesh Paswan, Pradeep Shukla, Sarvan Nishad, BJP regional president Sahjanand Rai, district president Janardan Tiwari, former metropolitan president Rajesh Gupta, GDA board members Radheshyam Srivastava, Pawan Tripathi, Durgesh Bajaj, and others were prominently present. At the end of the program, Divisional Commissioner and GDA Board Chairman Anil Dhingra, and GDA Vice President Anand Vardhan presented a memento to express gratitude towards the CM.
CM inspects Kalyan Mandapam, plants a sapling
Before the stage program, CM Yogi Adityanath cut the ribbon to inaugurate the newly constructed Kalyan Mandapam in Manbela. After this, he inspected the facilities and arrangements there. He also planted a Maulshree sapling in the premises of the Kalyan Mandapam, giving a message of environmental protection.
CM watches model presentation of GDA’s projects
At the exhibition set up outside the Kalyan Mandapam, CM Yogi Adityanath saw presentations of various GDA projects through models at the GDA stall. At the exhibition site, he also viewed stalls of other departments. At one stall, he affectionately blessed small children and performed their Annaprashan.The CM distributed allotment certificates to 10 beneficiaries of LIG and EWS housing scheme.
Kalyan Mandapam boasts facilities like a marriage hall
Under the guidance of Chief Minister Yogi Adityanath, Gorakhpur has received two modern Kalyan Mandapams, built by the Gorakhpur Development Authority (GDA), to serve as venues for social and community gatherings.
In Manbela, Baba Gambhirnath Nagar Ward, a state-of-the-art Kalyan Mandapam has been constructed on more than 1,500 sq. meters of land. Work on the two-storey convention center began on June 10, 2024, and was completed ahead of schedule. Built at a cost of ₹2.65 crore, it has the capacity to host up to 250 people for events such as marriages, cultural programs, community functions, and social celebrations. The facility includes a spacious hall, kitchen, store, changing rooms, and separate toilets for men and women on both floors.
Similarly, in Tola Piru Shaheed of the Rapti Nagar Extension Scheme, another two-storey convention center has been built on 450 sq. meters of land at a cost of ₹85 lakh from GDA’s own funds. This Kalyan Mandapam can accommodate 125 people, featuring a multipurpose hall on the ground floor, two rooms on the first floor, a veranda, an open terrace, and separate toilets for men and women.
These modern facilities are expected to provide residents with well-equipped spaces for cultural, social, and community activities, further strengthening Gorakhpur’s civic infrastructure.
