CM Bhagwant Mann Assures Flood Victims Will Receive Compensation Within 45 Days
Chandigarh, Sept 2025 : Chief Minister Bhagwant Singh Mann today said that the Punjab Government will ensure compensation to all flood victims of the state within 45 days.
Presiding over a high-level meeting at his official residence here, the Chief Minister said that a few days ago he had announced that his government will give farmers ₹20,000 per acre as compensation for crop loss, which is the highest in the country. He said that in fact this is the highest compensation in the history of Punjab. Bhagwant Singh Mann said that during previous governments it used to take many years to get compensation, and people already distressed due to crop loss had to wander around government offices for compensation.

The Chief Minister emphasized that giving compensation to the affected people as soon as possible is most necessary. He said, “Being the son of a farmer, I understand well the problems of farmers. Until every farmer gets compensation for crop loss, I will not sleep peacefully.”
Discussing the scheme made for helping flood victims, the Chief Minister ordered that the special girdawari (crop loss survey) to assess crop damage should start tomorrow (September 13) and the entire process should be completed within 45 days. The Chief Minister said that immediately after this, farmers will start receiving their compensation cheques. He also said that in the districts where there was no flood impact, officers will be deputed in affected areas and villages so that the assessment work can be completed quickly. He said that officers will go village to village and inspect every field and prepare their report. The Chief Minister clarified that whatever the crop may be, if there is loss, then compensation will definitely be given. Bhagwant Singh Mann said that after the report is prepared, farmers will be given one week’s time to file objections so that any mistake in the report can be corrected.
The Chief Minister said that this whole process will be completed within 45 days and after this, cheques of compensation will be distributed to farmers. He said that in villages where 100% of the crop is destroyed, this process will be completed in only one month and immediately after that cheques will start being handed over. Bhagwant Singh Mann said that during previous governments, it used to take a whole year for compensation distribution, but now this work will be completed in one month or one and a half months because an honest government is serving the people.
Similarly, the Chief Minister said that those whose houses have been damaged will also be given compensation from the government. He said that those people whose whole house collapsed will get ₹1,20,000, and those who suffered less damage will get ₹40,000. Bhagwant Singh Mann said that in earlier governments, for minor damage to houses only ₹6,800 compensation was given, but now it has been increased to ₹40,000.
Similarly, the Chief Minister said that those people whose animals were washed away or died in the floods will also be given compensation. Giving an example, he said that if someone’s cow or buffalo has died, then the government will give ₹37,500, and if a goat has died, then ₹4,000 will be given. All other animals will also be given compensation according to the rules, including oxen, horses, chickens, fish farming and other creatures. Bhagwant Singh Mann ordered that compensation for loss of houses or animals should start from September 15 and in every case this work must be completed within 45 days.
The Chief Minister said that officers should go village to village and take stock of the damage and prepare their report. He also said that if any person has an objection to the report, they will have one week’s time to get it corrected. He said that the entire process will be completed within 45 days, and people will start receiving their compensation cheques.
Bhagwant Singh Mann said that he himself will personally monitor this entire process daily and if any officer does wrong or does not work according to the timeline, then strict action will be taken against him.
The Chief Minister said that due to the fury of floods, some families have lost their loved ones. He said that although we cannot bring them back, the government is making every effort to ensure that there is no delay in compensation. He said that so far 55 deaths have been confirmed, out of which cheques of assistance amount have already been issued to 42 families. The Chief Minister said that in this hour of crisis, the state government is standing with the people. During this, Bhagwant Singh Mann also took information about the current situation and the flow of water and told officers to monitor daily the repair of the breached embankments of rivers.
The Chief Minister also got information from all Deputy Commissioners who joined the meeting virtually about the ground reality after the severe floods that came for the first time in the last four decades. He also directed that for the convenience of farmers, the mandis in their districts should be cleaned by September 16.
The Chief Minister also said that the state government will immediately raise the issue before the Government of India of relaxing the rules for compensation of damage to houses. He also told officers to set up medical camps in every village and to carry out fogging. He said that private doctors should also be involved in this sacred work of serving the people. Bhagwant Singh Mann also told the Health Department to take water samples from flood-affected areas so that supply of clean drinking water can be ensured.
The Chief Minister said that the state government will raise the issue before the Government of India to declare Punjab as a state of major natural calamity so that additional funds can be received for compensation of damage. He told that electricity supply has been restored and repair work of roads and other infrastructure is going on. Bhagwant Singh Mann told officers to work with missionary spirit to give relief to flood victims and farmers.
During the meeting, Cabinet Minister Hardeep Singh Mundian, Chief Secretary K.A.P. Sinha and Additional Chief Secretary Anurag Verma were also present.
