Flood-affected villages will be free from silt and debris in 10 days: CM

Announcement to start rehabilitation and cleanliness campaign on a large scale in flood-affected areas

₹100 crore will be spent for the extensive campaign

Chandigarh, Sept 2025 : Chief Minister Bhagwant Singh Mann today announced that a large-scale rehabilitation and cleanliness campaign will be started in the flood-affected areas of the state at a cost of ₹100 crore.

While talking to journalists here, the Chief Minister said that in many areas now flood water is receding, but mud and dirt are widely spread in villages and towns. He said that since public life is moving towards normalcy, cleanliness work in these areas is very necessary. For this, the state government is going to launch a large-scale cleanliness campaign in 2,300 affected villages and wards. Bhagwant Singh Mann said that for each village the government has constituted teams, which will have JCB machines, tractor-trolleys, and arrangement of workers. These teams will remove mud and debris and ensure complete cleanliness of each village.

The Chief Minister expressed apprehension that during the floods many animals had died, so these teams will also dispose of these animals properly. After this, cleanliness and fogging will be carried out in each village to prevent the spread of diseases. He said that the state government has kept a fund of ₹100 crore for this entire campaign, out of which each affected village is being given ₹1 lakh as initial fund. Bhagwant Singh Mann said that other needs will also be met from this fund and the entire expenditure of cleanliness will be borne by the state government.

Fixing a timeline for this campaign, the Chief Minister said that by September 24 all villages will be cleaned and freed from mud and debris, and by October 15 the repair work at public places will be completed. Similarly, he said that by October 22 the work of cleaning ponds will be completed, for which the government has already made all necessary arrangements. Bhagwant Singh Mann appealed for cooperation from NGOs, youth clubs, and other organizations in this noble work, in the same way as everyone had fought together against this natural calamity.

The Chief Minister said that it is very important to ensure that no disease spreads after the flood and that any person with health-related problems gets immediate medical assistance. For this purpose, he said that the state government will set up medical camps in all 2,303 flood-affected villages. He said that in 596 villages where Aam Aadmi Clinics already exist, medical camps, health facilities, and medicines will be available there. Bhagwant Singh Mann said that in the remaining 1,707 villages these medical camps will be set up at common places such as schools, dharamshalas, anganwadi centers, or panchayat buildings.

The Chief Minister said that each camp will have doctors, medical staff, and medical facilities. He said that the state government has arranged 550 ambulances for this special campaign so that there is no delay or difficulty for the people of affected villages in receiving medical service. Bhagwant Singh Mann said that according to reports so far, about 2.50 lakh animals in 713 villages have been affected by the flood, and to prevent the spread of diseases among them the government has started a special campaign to help livestock owners.

The Chief Minister said that veterinary teams have been deployed in all villages and a special campaign is being carried out to clean and disinfect animal areas. He said that debris and spoiled fodder will be removed from these places, and farmers will be provided potassium permanganate to disinfect fodder and water. Bhagwant Singh Mann said that vaccination of all affected animals will be completed by September 30 to prevent the spread of diseases.

The Chief Minister said that at this time of crisis, even though any help may seem inadequate for farmers, the government is determined to put in its full strength. He said that procurement of paddy is about to start in Punjab, and arrangements have already been made to start procurement in mandis from September 16. Bhagwant Singh Mann said that large-scale cleaning and repair of flood-affected mandis is being carried out, and by September 19 these flood-hit mandis will also be ready for procurement.

The Chief Minister reiterated that the state government is making every possible effort to assist the flood-affected people. He expressed hope that Punjab will emerge united and stronger from this disaster. The Chief Minister announced to engage in efforts to make Punjab again a “Rangla Punjab” (Vibrant Punjab).

Taking a jibe at the BJP, Bhagwant Singh Mann said that BJP’s anti-Punjab face has been exposed because they did not help the state in times of difficulty, and therefore now they are trying to divert attention with useless talk. The Chief Minister said that the people of Punjab are clearly asking BJP when and how much money the central government has given to the state. He said that the answer to this question will make the truth crystal clear, but BJP leaders are avoiding it because it will expose their real face. He advised BJP leaders not to play petty politics with Punjab at a difficult time, because Punjabis never forget such things. Bhagwant Singh Mann said that as far as the funds received from the Centre and how much has been spent, the report makes the picture clear. Giving details, he said that the State Disaster Relief Fund (SDRF) was created in the year 2010, and since that year till now ₹5,012 crore has come into this fund, out of which ₹3,820 crore has been spent during these years for relief works on the occasions of natural disasters.

The Chief Minister said that instead of raising such issues, everyone should unite to help the people of Punjab. He said that all Punjabis need to stand together to rebuild Punjab, which has been devastated by the fury of floods. Bhagwant Singh Mann said that the state government will leave no stone unturned for this noble cause.
