Expansion of facilities on par with developed nations — Inclusive growth to build a $4.3 trillion economy
Jaipur, Oct 2025 : Prime Minister Narendra Modi has set a national goal of transforming India into a developed nation by 2047. Aligning with this vision, under the leadership of Chief Minister Bhajanlal Sharma, the Rajasthan Government is actively working towards realizing the mission of Viksit Rajasthan / 2047. Guided by the Chief Minister, the Viksit Rajasthan Vision Document 2047 has been prepared, focusing on the youth, women, farmers, and underprivileged sections to ensure the state’s all-round development in harmony with the aspirations of Viksit Bharat / 2047. The State Cabinet had approved this vision document in its meeting held in August this year.
Agriculture, Industry, Tourism, and Renewable Energy — Key Growth Drivers
The Vision Document envisions transforming Rajasthan’s economy into a $4.3 trillion powerhouse by 2047, with agriculture, industry, tourism, and renewable energy as its main pillars. It proposes the expansion of infrastructure and services on par with developed nations. The plan also outlines goals of achieving 100% literacy, accessible healthcare, sustainable water management, smart urbanization, environmental protection, and empowerment of youth and women.
To reach these long-term goals, the state has defined intermediate milestones for 2030, 2035, and 2040. Each stage will contribute to shaping Rajasthan’s growth trajectory, culminating in the vision of a fully developed state by 2047.
Four Themes and Thirteen Sectors Form the Framework
The document is structured around four core themes and thirteen sectors:
- Public Welfare and Social Empowerment — covering agriculture, health, education, and social welfare.
- Accelerated Growth, Prosperity, and Employment Generation — focusing on industry, mining, economic growth, tourism, and cultural development.
- Future-Ready Rajasthan and Sustainable Infrastructure — emphasizing infrastructure development, water security, environmental sustainability, and climate resilience.
- Governance, Finance, and Policy Vision — addressing rural and urban development, efficient governance, public services, and financial management.
Development Goals Benchmarked Against Developed Nations
The state’s development goals draw from global benchmarks. For example, Germany’s area and population are nearly equivalent to Rajasthan’s. In 2024, manufacturing contributed 19.7% to Germany’s Gross State Value Added; Rajasthan aims to raise its manufacturing share to 20% by 2047.
In health and wellness, the goal is to increase life expectancy to 77 years and reduce the infant mortality rate to below 10 per 1,000 births. In education, every school in the state will ensure 100% enrollment and transition into a computer-equipped smart school.
Women’s Participation in Workforce to Exceed 60%
The state government aims to make Rajasthan socially empowered and inclusive by focusing on policies centered on women, youth, and marginalized communities. To ensure equal participation in development, it has set a goal to raise women’s participation in the workforce to over 60%.
Recognizing the immense potential of tourism, the state plans to preserve its ancient heritage while positioning Rajasthan as a global tourism hub. The government aims to raise Rajasthan’s share in domestic tourist arrivals to 15%, making it a leading tourism destination in India.
Each department has been tasked with preparing action plans to achieve these goals. Financial assessments will be conducted annually, supported by continuous monitoring and evaluation. This framework will ensure accountability and seamless implementation of development initiatives, propelling Rajasthan towards becoming a truly developed state by 2047.
