Maharashtra to Launch ‘State Manufacturing Mission’ Parallel to Centre’s National Initiative: CM Devendra Fadnavis
Chief Minister also announces establishment of ‘Global Frontier Technology Institute’ in Pune
Pune, Oct 2025: Maharashtra Chief Minister Devendra Fadnavis on Wednesday announced that the state government will soon launch a ‘State Manufacturing Mission’, similar to the Central Government’s National Manufacturing Mission. He also declared that a world-class ‘Global Frontier Technology Institute’ will be established in Maharashtra to strengthen the advanced manufacturing ecosystem.
Fadnavis made these announcements while addressing the ‘Road to India AI Impact Summit 2026’ at YASHADA in Pune, organized by NITI Aayog on the theme “Reimagining Manufacturing: India’s Roadmap to Global Leadership in Advanced Manufacturing.” The event saw the presence of Deputy Chief Minister Ajit Pawar, NITI Aayog CEO B.V.R. Subrahmanyam, Minister of State for Urban Development Madhuri Misal, MITRA CEO Praveen Pardeshi, NITI Aayog Distinguished Fellow Debjani Ghosh, and CII Director-General Chandrajit Banerjee, among others.
Thanking NITI Aayog for publishing an excellent roadmap for the manufacturing sector, Fadnavis said Pune represents the country’s technological and manufacturing prowess. “To drive the growth of manufacturing, we need to move forward with innovative thinking supported by frontier technologies. Artificial intelligence, quantum computing, and semiconductors are transforming every industry. Maharashtra is working to leverage these technologies to gain a firm position in global competition,” he said.
Maharashtra to Lead India in Advanced Manufacturing
Fadnavis said Maharashtra will lead the country in the field of advanced manufacturing under the upcoming State Manufacturing Mission. The state has prepared its ‘Developed Maharashtra Vision 2047’, of which the transformation of the manufacturing sector is a key component. The mission aims to accelerate industrial growth, attract global investments, and create world-class infrastructure to position India as a global manufacturing hub.
The Chief Minister added that Maharashtra has already formed a task force under the Ease of Doing Business initiative, identifying over 100 reforms to improve the business environment. “Maharashtra has emerged as the Data Centre Capital of India. The government plans to develop a Quantum Corridor between Pune and Mumbai, with Navi Mumbai as the data centre hub and a major Innovation City coming up between the two cities,” he said.
Pune to be the Hub of Frontier Technology
Fadnavis said Pune would serve as the focal point for the proposed Global Frontier Technology Institute, which will promote research, innovation, and collaboration in advanced technologies. The government is also developing EduCity, which will host 12 world-class universities—seven of which have already joined the project.
Industry and Policy Leaders Welcome the Move
NITI Aayog CEO B.V.R. Subrahmanyam emphasized that no country can become developed without a robust manufacturing base. “Maharashtra already leads in Gross State Domestic Product (GSDP), manufacturing output, FDI inflows, and employment. However, to stay ahead, continuous innovation is vital. Pune has a strong industrial ecosystem in automotive and IT sectors, making it ideal for frontier technology initiatives,” he said, urging the state to establish Frontier Tech Industrial Parks and housing complexes for workers.
Rucha Nanavati of the Mahindra Group highlighted that implementation and R&D will be the key focus areas of the National Manufacturing Mission. She added that India’s AI Mission will also be central to the country’s economic growth.
CII Director-General Chandrajit Banerjee stressed the need for increased R&D investment, stating that it could raise manufacturing productivity by 20–30%. He called Pune a “city of immense manufacturing potential.”
Eshwaran Subramanian of Deloitte observed that to achieve the vision of a developed India, GDP growth must rise from 6% to 12%, and India’s share in global trade should increase from 2% to 10%. He noted that manufacturing accounts for over 20% of GDP in advanced economies like Germany, South Korea, and China — a benchmark India should aim for.
Earlier, Debjani Ghosh presented details of NITI Aayog’s new initiatives in artificial intelligence and frontier technology. She said the ‘NITI Frontier Tech Hub’ will support innovative ideas to transform traditional industries into advanced manufacturing systems.
The event concluded with the release of NITI Aayog’s report, “India’s Roadmap to Global Leadership in Advanced Manufacturing,” by Chief Minister Fadnavis. Senior officials from NITI Aayog, government departments, and representatives from various industries attended the program.
