Haryana Cabinet Approves Ordinance to Confer Ownership Rights in Abadi Deh Areas

Chandigarh, Nov 2025 – The Haryana Cabinet which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini, here today approved a proposal to issue the Haryana Abadi Deh (Vesting, Recording and Resolving of Ownership Rights) Ordinance, 2025. This landmark initiative aims to confer ownership rights upon occupiers in Abadi Deh areas, based on possession records established through drone surveys and property cards.

The Ordinance will provide statutory recognition to the process of vesting, recording and resolving ownership rights within the Abadi Deh area of a revenue estate to the occupiers.

The primary objective of the Ordinance is to identify, record and resolve ownership rights of occupiers in Abadi Deh areas by determining the persons best entitled to be recorded as owners and vesting ownership rights in them. It seeks to demarcate and delineate the boundaries and areas of each survey unit, creating a presumption of truth in the official records. The Ordinance will also facilitate the transfer of property rights, such as ownership, lease and mortgage (with or without possession), thereby enabling residents to access financial services including bank loans.

In addition to streamlining ownership processes, the legislation will promote planned development in Abadi Deh areas by preserving village heritage, improving civic amenities, enhancing land value and integrating rural layouts with urban development norms. It will resolve long-standing disputes related to boundaries and ownership and to economically empower rural residents by enabling them to leverage their properties for financial transactions.

The Ordinance provides a robust legal framework to support the outcomes of the SVAMITVA Scheme and drone-based surveys. It ensures a transparent and efficient process for recording and vesting ownership rights, fostering community development and equitable access to resources. The Ordinance leverages the comprehensive database established through drone surveys and possession certificates issued under the SVAMITVA scheme, ensuring efficient implementation.

Haryana Cabinet Approves Amendment to Policy for Purchase of Land Voluntarily Offered to Government for Development Projects

The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved a proposal to amend the Policy for Purchase of Land Voluntarily Offered to Government Departments, Government Entities such as Boards, Corporations and Government Companies for Development Projects 2025.

As per the amendment, a new provision regarding admissible consent/offer has been inserted in sub-para 4.1 of para 4 of the said policy. Under this provision, any consent uploaded by a landowner either himself or through an aggregator on the e-Bhoomi portal, fulfilling all the conditions mentioned in sub-paras 5(ii) and (iii) / 6(ii) and (iii), shall be considered valid.

Earlier, under the existing provision, a landowner (either personally or through an aggregator) could offer land on the e-Bhoomi portal at rates up to a maximum of three times the prevailing Collector rates fixed under the Indian Stamp Act, 1899 for the respective district. This restriction on offering rates up to only three times the Collector rates was creating difficulties in obtaining genuine land offers especially from villages where collector rates are much below the market rates under the policy.

Such teachers to get additional 10% of Basic pay + DA

The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved the Teachers’ Transfer Policy, 2025, aligning it substantially with the Model Online Transfer Policy. The revised policy is proposed to replace the existing Teachers Transfer Policy – 2023.

The Teachers’ Transfer Policy, 2025 aims to ensure equitable and demand-based deployment of teachers and school heads in a fair and transparent manner, while safeguarding the academic interests of students.

Under the new policy, the concept of zoning has been removed, allowing teachers to choose any school directly.

However, the provision of addition allowance to teachers of RoH cadre to be posted in district Nuh, Hathin and Morni block on their choice, remain same as in Teacher Transfer Policy, 2023. Teachers belonging to the Mewat Cadre shall not be posted outside the cadre.

The allotment of schools will be determined on the basis of the total composite score earned by each teacher, calculated out of 80 points. Age will be the prime factor, carrying a maximum weightage of 60 points. To address special categories such as women, women-headed households, widows, widowers, differently-abled persons, teachers suffering from serious ailments, couple cases, maximum 20 points are provided for teachers of these categories.

In addition, a deduction of 10 marks has been introduced for the teacher during currency of major penalty. If any, Teachers aggrieved by transfer decisions may represent their grievances to the competent authority for redressal. Finally, the special five merit points for couple case will now be available to one employee without any restrictions on distance between the place of posting of the spouse.

Cabinet Approves Relaxation in Compassionate Appointment Policy for Families of Battle Casualties of Haryana Domicile

The Haryana Cabinet, which met under the Chairmanship of Chief Minister Sh. Nayab Singh Saini, here today approved the compassionate appointments in two time barred cases by relaxing the policy (2014) related to compassionate appointments of dependents of battle casualities belonging to Haryana domicile.

In the first case, appointment to a Group C post was approved for Sh. Sameer, son of Battle Casualty Sep. Satish Kumar (Defence-Army) who died in Action in ‘OP PARAKRAM’ on December 28, 2001 and in the second case appointment was approved to a Group C post in favour of Sh. Jangvir Takshak son of Battle Casualty Sepoy Jagdish (Defence-Army) who died in Action on July 26, 2000 in ‘OP RAKSHAK’ (J&K).

Haryana Cabinet Approves Factories (Amendment) Ordinance, 2025 for Labour Reforms

These Reforms Aim to Strengthen Worker Welfare and Promote Ease of Doing Business

The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, has approved ‘The Factories (Amendment) Ordinance, 2025’ to modernise labour regulations in line with present-day industrial practices, promote Ease of Doing Business and ensure gender equality and worker welfare in factories across the state.

The Ordinance introduces key amendments to the Factories Act, 1948 pertaining to issuance of appointment letters to workers, women’s participation in all types of factory work, flexible working hours and regulated overtime provisions.

Under the amendment, every employer or factory management will now be mandated to issue a formal appointment letter to each worker at the time of joining, ensuring transparency, clarity on employment terms, and legal protection for both employers and workers.

In another progressive step, women workers will be allowed to work on or near machinery, provided necessary safety measures and protective equipment are ensured by employers. The outdated restriction under Section 27 of the Act prohibiting women and children from working near cotton openers has been omitted, as child labour is already banned under existing laws.

To enhance industrial efficiency, flexibility in working hours is provided to facilitate 5 days working week or 6 days working week, while maintaining the weekly limit of 48 hours. The amendment also increases the permissible overtime limit from 115 hours to 144 hours per quarter. All overtime work will remain voluntary, properly recorded and compensated at double the normal rate of wages, ensuring protection of workers’ rights. The amendment ordinance will be effective after obtaining assert of the President of India.

The new provisions aim to balance the twin objectives of worker welfare and industrial growth, fostering an environment conducive to investment, productivity, and employment generation in Haryana.

Haryana Cabinet Approves Shops and Commercial Establishments (Amendment) Ordinance, 2025

The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, has approved the Haryana Shops and Commercial Establishments (Amendment) Ordinance, 2025, aimed at modernizing labour laws, simplifying compliance procedures and promoting a business-friendly environment while safeguarding workers’ welfare.

The amendment aligns the Haryana Shops and Commercial Establishments Act, 1958 with current economic realities and the State’s ongoing reforms for Ease of Doing Business. The key objectives include rationalizing regulations, introducing digital systems for transparency, decriminalizing minor offences, and ensuring balanced protection for workers.

Under the amended provisions, the Act will now apply to establishments employing 20 or more workers, registration will be in automatic mode on the basis of self certification through an online portal, ensuring faster, transparent and accountable service.

To enhance operational flexibility, working hours are made flexible to suit 5 days week or 6 days week working, while weekly working limits remained unchanged at 48 hours. The continuous and the quarterly overtime limit has been raised from 50 to 156 hours, enabling businesses to manage peak workloads efficiently and allowing voluntary workers to avail more overtime allowance at twice the normal wage rates.

The Ordinance makes it mandatory for all employers to issue appointment letters and identity cards to their employees.

The amendment also replaces imprisonment clauses for minor procedural or economic offences with monetary penalties, ensuring effective enforcement without criminalizing small business owners. The penalties have been rationalized to promote compliance and accountability in a fair and facilitative manner.

Amendments  to Strengthen Ease of Doing Business Framework in Haryana

The Government of India has accorded highest priority in  Ease of Business (EoDB) reforms through the Compliance Reduction and Deregulation Docket, which aims to rationalize regulatory frameworks and reproduce delays across sectors. As part of this initiative, Town and Country Planning Department, Haryana has identified eight priority reform areas.

In line with the same,  the State Cabinet, which met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini, here today accorded approval to a proposal of the  Town  and Country Planning Department regarding amendment in the Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act 1963 in Section 8(1 & 2) and Rule 2, 26A & 26E (3) of Rules, 1965. These changes shall create an enabling legal framework for deregulation and compliance reduction through appropriate directives under section 11 of the Act ibid.

The said amendments have been done to introduce a system under self-certification for industrial purpose in conforming land use zones in notified Development Plans. The system will enable eligible applicants to obtain Change of Land Use permissions through online self-certification, based on digitally submitted documents and automated verification. This will ensure transparency, significantly reduce manual intervention and enhance ease of doing business in the State.
