Foundation Stone Laying and Plaque Unveiling of High Court Complex at Bandra East

Mumbai, Nov 2025 : Court buildings should not be merely grand structures; they should represent the constitutional values of justice, equality, fraternity, and liberty. They should be facilities that make justice easily accessible to every citizen, stated Chief Justice Bhushan Gavai.

The foundation stone laying and plaque unveiling ceremony of the new High Court complex was held at the Government Colony premises in Bandra East. Present on the occasion were Chief Minister Devendra Fadnavis, Mumbai High Court Chief Justice Shri Chandrashekhar, Deputy Chief Minister Eknath Shinde, Deputy Chief Minister Ajit Pawar, Public Works Minister Shivendrasinh Bhosale, and senior officials from the judiciary, administration, and police department.

Chief Justice Gavai said that constructing court buildings is not merely an architectural exercise, but these are institutions that preserve democratic values and maintain public trust in the judicial system. This building is not just a structure; it is a temple of justice and transparency. Here, citizens, lawyers, and judges will receive equal facilities. Every project has been planned with environmental and green architectural considerations. Maharashtra has always been a leader in infrastructure. The state government is providing modern buildings, technology, and facilities according to the needs of the judiciary. This complex will be a modern and magnificent structure symbolizing the state’s judicial system.

Chief Justice Gavai also mentioned the judicial complexes in Nagpur, Nashik, and Chhatrapati Sambhajinagar. He said that these projects will enhance transparency, speed, and accessibility in the judicial process. He also appreciated the cooperation of high court judges, bar associations, and administrative officers of Maharashtra. For the justice delivery system to function efficiently, judges and lawyers must work in cooperation. Only when both components work together can the judicial system be well-organized, he added.

Chief Justice Gavai praised the Maharashtra government, especially Chief Minister Devendra Fadnavis and the concerned committees, saying that due to dynamic leadership, judicial infrastructure is developing at a record pace. These buildings will serve as symbols of justice, equality, and fraternity — the principles enshrined in the Constitution.


Let Us Build a Grand Court Building Reflecting Democratic Values – Chief Minister Devendra Fadnavis

This High Court building will not only be beautiful but will be known as the fastest and smartest building in the country. Using artificial intelligence technology, this building will be fully “AI-enabled.” In the future, this High Court building will become an ideal for other courts in the country, Chief Minister Devendra Fadnavis said.

The Chief Minister expressed to architect Hafeez Contractor that this building should represent the grandeur of democratic values, not royal pomp, and should symbolize justice for the people. He also said that many government lawyers working in the High Court should get adequate space and essential facilities.


Justice Is a Means of Public Welfare – Mumbai High Court Chief Justice Shri Chandrashekhar

Justice is not merely the application of law; it is a practice of public welfare, stated Chief Justice Shri Chandrashekhar. True justice means working for the welfare of the people. Courts are not only places for resolving cases but are reflections of society’s morality and collective values. Justice is the effort to provide equal opportunities and protect the rights of every individual in society.

He said that the judiciary’s responsibility should not be confined only to our country. People around the world should appreciate the honesty and transparency in our judicial system. With the cooperation of all sections of society, we can achieve new heights of justice. Public trust is the real inspiration on this path, he added.


The Judicial System Should Deliver Justice to the Common Man – Deputy Chief Minister Eknath Shinde

Beginning the construction of the new High Court building in the Amrit Mahotsav year of the Constitution is a matter of great happiness, and this step will prove historic in making the judicial system more capable, transparent, and accessible to the common person, Deputy Chief Minister Eknath Shinde said.

The government is always committed to strengthening the judicial system. Decisions related to judicial matters are taken instantly because the government’s goal is to ensure justice reaches the last citizen. This new structure is not just a court building but a symbol of the tradition of justice and democratic values. This project has been planned keeping in mind the needs of the next hundred years. This building will write a new chapter in Mumbai’s legal and judicial history. He ensured that the government will make no compromise in the future regarding this structure and the needs of the judiciary.


A New Era in Maharashtra’s Judicial History – Deputy Chief Minister Ajit Pawar

Today is a day of great joy, pride, and historic importance for Maharashtra’s judicial system. This inauguration marks the beginning of a new era in the 150-year glorious history of the High Court, Deputy Chief Minister Ajit Pawar said.

Pawar said that justice is the strong foundation of democracy. Every citizen has the right to equal justice. The state government has taken several steps to decentralize the justice delivery process. He expressed confidence that the circuit bench established at Kolhapur will soon be converted into a permanent bench.

Pawar said that the government is consistently making efforts to deliver justice to the common man, as envisioned by Dr. Babasaheb Ambedkar, the architect of the Indian Constitution. Efforts are ongoing to make the judicial system more accessible, transparent, and technology-based in independent India. He also said that the required funds for this new complex will be provided by the state government.
