Additional Financial Donation to Strengthen Ukraine’s Fight against Russia.

Nov 2025 : Donations, in accordance to the Danish Model and the PURL Initiative, will enable Ukraine to receive essential equipment in the coming months. The donations are part of the 28th donation package, which includes initiatives worth a total of DKK 1.4 billion.

An additional:

  • 100 million DKK for donations via the Danish model in 2025, 372.2 million DKK for the PURL initiative (Prioritised Ukraine Requirements List), which will secure important American weapons for the Ukrainians.
  • Further 80 million DKK for the donation of fuel via NATO’s Support and Procurement Agency (NSPA).

These are some of the initiatives in the 28th donation package, on which the Danish Government has today consulted the Foreign Policy Committee of the Danish Parliament.

With this donation package, we are ensuring Ukraine with a number of battle-critical capabilities in the coming months via the Danish model and the PURL initiative. There is still a great need to support Ukraine’s freedom struggle. And there is a need for other countries to also contribute, for example via the Danish model“, says Minister of Defense Troels Lund Poulsen.

A total of approximately 1.4 billion DKK is being allocated for the 28th donation package in the series. Funds that will, among other things, go to finance additional donations via the Danish model. The model makes it possible to finance the Ukrainian state’s procurement costs through the country’s own defense industry. So far, approximately DKK 2.6 billion has been allocated from the Ukraine Fund for this purpose in 2025 and approximately DKK 1.0 billion annually in 2026-2027.

In addition, an additional DKK 372.2 million will be allocated in 2025 to the PURL initiative to finance in-demand American weapons for Ukraine together with other NATO allies. Denmark, together with Sweden and Norway, financed one of the first two weapons packages through the PURL mechanism in August 2025, which included missiles for the PATRIOT air defense system. The remaining funds will go to a number of initiatives, including just over DKK 80 million for the donation of additional fuel to meet Ukraine’s long-term needs for continuous supplies.

As long as Putin and Russia do not want peace, we must ensure that Ukraine is in the best possible situation on the battlefield and at the negotiating table. With donation package 28, we are making another important contribution to strengthening Ukraine’s defense capability. It is about both Ukraine and Europe’s continued defense and security“, says Foreign Minister Lars Løkke Rasmussen.

A decision has currently been made on military support for Ukraine under the auspices of the Ukraine Foundation for approximately DKK 16.5 billion in 2025, and on the current basis, DKK 1.9 billion remains in the Ukraine Foundation for the period 2026-2028.

  • Donation Package XXVIII (28) is financed by the Ukraine Foundation. With the donation package, Denmark has so far made decisions on military support to Ukraine for approximately 70.8 billion kroner from 2022-2028.
  • Through the Danish model, Denmark was the first country in 2024 to begin financing donations from the Ukrainian defense industry through the Ukrainian state.
