Andhra Pradesh Launches ₹66,523 Crore PPP Urban Transformation Mission

Amaravati, Nov 2025 : The Andhra Pradesh government on Monday unveiled an ambitious ₹66,523 crore Urban Infrastructure Acceleration Mission to be implemented through Public–Private Partnership (PPP) models, aiming to transform cities across the state into high-growth, future-ready economic engines.

According to the Municipal Administration & Urban Development (MA&UD) Department, the state will require an investment of ₹66,523 crore by 2029 across 12 priority urban sectors. These include smart water management systems, modern transit corridors, integrated city mobility, sustainable housing, digital civic infrastructure, resilient utilities, and next-generation urban services. The projection excludes expenditure related to the development of the Amaravati capital region.

These wide-ranging interventions are expected to generate an estimated ₹2.8 lakh crore contribution to the Gross State Domestic Product (GSDP), the department said in an official release.

To accelerate PPP-led development, the state has earmarked ₹2,000 crore as Viability Gap Funding (VGF) in the current financial year. The planned projects are expected to create 2.3 lakh direct and indirect jobs, with a strong focus on youth and women’s participation—45 per cent of the jobs are targeted for skilled youth, while women are expected to account for 35 per cent of the workforce in emerging urban sectors and service ecosystems.

“Our benchmarks aim to meet global urban infrastructure standards while ensuring a superior living experience for citizens,” said S. Suresh Kumar, Principal Secretary, MA&UD. “These initiatives will create unprecedented economic momentum and firmly position Andhra Pradesh as one of India’s fastest-growing urban development hubs.”

Key Urban Priorities

Under the new mission, Andhra Pradesh will prioritise several large-scale projects, including:

  • Development of five smart cities equipped with deep Internet of Things (IoT) integration
  • Upgradation of 2,500 km of urban road networks
  • Establishment of 15 new urban transit systems
  • Statewide implementation of green building norms targeting 40 per cent higher energy efficiency across public and private infrastructures

Further, the state plans to attract ₹35,000 crore in Foreign Direct Investment (FDI) across eight proposed economic zones. This will be supported by structured PPP frameworks, technology-driven urban governance, and innovative financing models.

A dedicated PPP unit, comprehensive policy guidelines, and a robust execution and risk-mitigation roadmap have already been formulated, according to officials.

Progress on PPP Pipeline

The Principal Secretary highlighted the steady progress on the state’s 33-project PPP pipeline, which spans Waste-to-Energy, Housing, Urban Mobility, Renewable Energy, Tourism, and Commercial Infrastructure.

Noteworthy among them are ₹1,254 crore Waste-to-Energy projects under execution across the Nellore, Rajahmundry–Kakinada, Kurnool, Kadapa, Vijayawada, and Tirupati clusters. Major urban initiatives such as MIG Housing, Rushikonda Land Monetisation, and the Iconic Tower have now moved into advanced bidding stages.

Leveraging National Schemes

As part of its reform-focused urban strategy, Andhra Pradesh is poised to maximise benefits from several Government of India schemes, including:

  • Urban Challenge Fund – ₹10,000 crore
  • Credit Enhancement Initiative – ₹400 crore
  • Urban Reform Incentives under SSASCI 2025-26 – nearly ₹2,000 crore
  • Municipal Shared Service Centres (MSSC) – ₹50 crore sanctioned

Land Monetisation as a Growth Catalyst

A major pillar of the state’s financing strategy is its Land Monetisation Programme, covering 1,300 acres across 73 land parcels in 18 Urban Development Authorities (UDAs). Expressions of Interest (EOIs) have already been issued for parcels in four UDAs, with more to follow.

The Principal Secretary has directed all implementing agencies to fast-track approvals, expedite statutory clearances, and proactively address stakeholder concerns to ensure timely execution of both ongoing and upcoming projects.
