PM Modi Urges Focus on Policy, Not Drama, Ahead of Winter Session

New Delhi, Dec 2025 : Prime Minister Narendra Modi on Monday urged lawmakers to keep political theatrics out of Parliament, emphasizing that the upcoming Winter Session should focus on policy-making rather than sloganeering or protest drama.

Addressing the media ahead of the session, PM Modi described Parliament as more than a procedural formality, calling it “a platform to infuse energy into efforts to propel the nation forward towards rapid progress.” He highlighted the importance of India’s democratic tradition, saying that the country has consistently demonstrated the strength and vibrancy of its democratic process.

“This Winter Session is not just a ritual, but a way to infuse energy into the efforts to take the nation forward. India has lived its democracy and expressed its enthusiasm and joy towards the democratic process, which strengthens public trust,” he said.

Pointing to India’s growing global stature, the Prime Minister noted that the world is closely observing India’s democratic journey and has recognized that “democracy can deliver.” He cited the high voter turnout in the recent Bihar Assembly elections as evidence of the public’s active participation, noting that women’s increasing engagement in the democratic process brings hope and trust.

“The pace at which India is achieving new economic successes strengthens our belief in the vision of Viksit Bharat and gives us the determination to fulfil it,” PM Modi added.

Turning to the Opposition, the Prime Minister made it clear that Parliament should prioritize national interest over political grievance. “This session should focus on what the Parliament is thinking, wants to do, and will do for the nation. The Opposition should fulfil its responsibility and raise questions after overcoming the disappointment of electoral defeat. Unfortunately, some political outfits are still struggling to come to terms with their losses,” he said.

These comments come amid growing Opposition discontent over the short duration of planned discussions in the session, with many parties expressing frustration over procedural decisions. The previous Monsoon Session also witnessed limited productivity, punctuated by protests related to the Special Intensive Review (SIR) process in Bihar.

Referring to the Bihar Assembly election outcomes, PM Modi observed, “I thought since the Bihar elections concluded some time ago, things would have changed. However, listening to their rhetoric, it appears their defeat still troubles them.” He added that the Winter Session should not become a platform for either dwelling on defeats or flaunting victories.

“As public representatives, we must carry forward the responsibilities and expectations of our citizens with balance. This is a tough job, but it is one we must do diligently,” he said.

Highlighting the role of first-time MPs, PM Modi stressed the need for their active participation in legislative processes. “Newly elected MPs, or those who are still young, often struggle to introduce themselves as capable representatives or to present the issues of their constituencies. We should provide these new MPs an opportunity to express their views for the development of the country,” he said.

The Prime Minister also underscored that Parliament should be a forum for policy delivery rather than political theatrics. “There are plenty of places to stage drama; anyone who wishes to do so can continue elsewhere. But here, there should be delivery, not drama. Even slogans can be raised outside; the nation is watching,” he remarked.

He further cautioned that while negativity may have a role in politics, nation-building requires positive thinking. “Negativity might be of use in politics, but for nation-building, positive thinking is necessary. I hope all parties focus on constructive dialogue and limit negativity,” he added.

Reflecting on past parliamentary sessions, the Prime Minister observed that some sessions have been used for election warm-ups or to vent frustration over defeats. “I have seen some parties in power in states unable to even visit their constituencies due to public anger and anti-incumbency. These political parties must reflect on this reality,” he said.

Concluding his remarks, PM Modi extended congratulations to Rajya Sabha Chairman C.P. Radhakrishnan on assuming office, emphasizing the importance of strong leadership in the upper house to ensure effective functioning during the Winter Session.

With Parliament set to convene for the Winter Session, PM Modi’s call for a focus on policy over protest signals a push for constructive debate and productive legislative work in the nation’s highest democratic forum.
