Launch campaign to resolve pending land-related cases: CM Dr. Yadav

Chief Minister Dr. Mohan Yadav has said that a ‘Rajaswa Maha Abhiyan’ should be launched again to resolve pending land-related cases of farmers and common citizens. This will enable speedy and transparent resolution of cases such as name transfers, partitions, boundary demarcations and corrections in records. Chief Minister Dr. Yadav was reviewing the Revenue Department on Monday at the Maharaja Convention Centre in Khajuraho. He directed that cases pending for more than six months be resolved expeditiously by prioritising contact with presiding officers. Digitisation of revenue records should be completed at the earliest, ensuring that citizens can easily access updated maps and land details through the portal. This facility should be fully implemented within the next two years, and documents issued through the portal should be made legally authentic to prevent duplication. New required abadi land should be identified, maps prepared for mapless villages, and end-to-end online processes created for land acquisition cases.​

Revenue Minister Shri Karan Singh Verma briefed the meeting on the department’s achievements and innovations of the past two years, as well as the three-year action plan. Chief Secretary Shri Anurag Jain, Additional Chief Secretary Shri Neeraj Mandloi, Principal Secretary (Revenue) Shri Vivek Porwal and other departmental officers were present.

Revenue Department’s achievements of last two years

  • Revenue Mahabhyan conducted in three phases during 2024–25 resolved over one crore cases for speedy disposal.​
  • Madhya Pradesh became the first state to appoint dedicated officers for revenue courts in 24 districts, ensuring swift and regular judicial proceedings.​
  • Through RCMS, over 94% of 41.68 lakh cases in the last two years were resolved within the stipulated time.​
  • Madhya Pradesh pioneered geo-fencing technology for error-free crop girdaavari, recording crop details with photos for 3.80 crore survey numbers.​
  • Under the Swamitva Yojana, 94 per cent of the work has been completed, and 39.63 lakh Records of Rights have been distributed in abadi villages.
  • A seven-seater call centre was established on 7 April 2025 for continuous monitoring, reducing pending cases for more than six months from 8,963 to just 150.
  • LAMS module developed on the RCMS portal for transparent and time-bound land acquisition processes.​
  • 438 office buildings approved at Rs 1,974 crore cost to strengthen revenue administration; 324 constructed.​
  • Rs 871.37 crore spent in 2024–25 and Rs 2,068.99 crore so far in 2025–26 for disaster relief.​
  • 5,281 patwaris and 136 naib tehsildars appointed; 34,069 (100%) officers/employees trained on iGOT Karmayogi portal.​
  • Revenue collection increased significantly: over Rs 1,048 crore in 2024–25; exceeding the target in 2025–26.​

Innovative initiatives and innovations

  • Cyber Tehsil made name transfer fully paperless, faceless and jurisdiction-free; average disposal reduced from 50 to 22 days. Received PM Excellence Award, National Digital Transformation Award 2025, Bhoomi Samman for DILRMP implementation, and Skoch Gold for LAMS.​
  • A major digitisation drive for land records is underway, with 15 crore old records being digitised. The initiative began in 12 districts in September 2025, and 1.25 crore pages have been scanned so far, enabling farmers to access their own land search reports.
  • The Bhulekh Portal 2.0 was launched on 1 August 2025, enabling citizens to view complete land records on their mobile devices and obtain certified copies through the App.​

Three-year action plan

  • Departmental portals to be modernised in line with the Digital Personal Data Protection Act (DPDP Act).​
  • Maps for mapless villages are to be prepared. Land acquisition processes have been made fully end-to-end online.​
  • Identification of new required abadi lands.​
  • Plan to implement a trust-based diversion process.
