Chhattisgarh Cabinet Decisions

Raipur, December 2025 : A meeting of the Cabinet was held today at the Chief Minister’s residence office in Civil Lines, Raipur, under the chairmanship of Chief Minister Shri Vishnu Deo Sai. Several important decisions were taken in the meeting:


1. Approval of the process for disposal/withdrawal of criminal cases registered against surrendered Naxalites

The Cabinet approved the procedure related to reviewing and resolving (including withdrawal) criminal cases registered against surrendered Naxalites.

To conduct scrutiny and review of such cases that are to be withdrawn from the courts, the Cabinet approved the formation of a Cabinet Sub-Committee. After examining the cases, the Sub-Committee will present its recommendations to the Cabinet.
This decision is in accordance with the provisions of the Chhattisgarh Naxalite Surrender/Victim Relief and Rehabilitation Policy, 2025, which provides for consideration of case withdrawal based on the good conduct of surrendered Naxalites and their contribution to the eradication of Naxalism.

A provision has been made for the formation of District-Level Committees to review cases of surrendered Naxalites. These committees will submit reports to the Police Headquarters recommending case withdrawal. The Police Headquarters will forward the proposal with its remarks. After obtaining the opinion of the Law Department, the cases will be placed before the Cabinet Sub-Committee.
Cases recommended by the Sub-Committee will be placed before the Cabinet for final approval. For cases related to Central Acts or matters under the Union Government, necessary permissions will be obtained from the Government of India. Other cases will be forwarded to the District Magistrate through the Public Prosecutor for withdrawal proceedings in court.


2. Approval of the draft Chhattisgarh Jan Vishwas (Amendment of Provisions) (Second) Bill, 2025

The Cabinet approved the draft bill to amend 14 Acts with the objective of making various state laws more contemporary and citizen-friendly.

It is noteworthy that many Acts currently provide for fines or imprisonment for minor violations, which prolongs judicial processes and unnecessarily burdens citizens and businesses.
To promote Ease of Doing Business and Ease of Living, simplifying these provisions is essential.

Earlier, the State Government had amended 163 provisions across 8 Acts and notified the Chhattisgarh Jan Vishwas (Amendment of Provisions) Act, 2025. Now, amendments will be introduced to simplify and strengthen 116 provisions across 14 Acts from 11 departments.

The new bill introduces administrative penalties for minor violations, enabling faster disposal of cases, reducing the burden on courts, and providing quicker relief to citizens. In many Acts, penalty amounts have remained unchanged for long periods, reducing enforcement effectiveness — this bill addresses that gap as well.
These amendments are expected to promote good governance.

Chhattisgarh is notably the first state in the country to introduce a second edition of the Jan Vishwas Bill.


3. Approval of the Chhattisgarh Appropriation Bill, 2025

The Cabinet approved the Chhattisgarh Appropriation Bill, 2025 for presentation in the Legislative Assembly regarding the First Supplementary Estimates for the financial year 2025–2026.
