CM Rekha Gupta presents 11-month Report Card and shared ‘Green Vision’ for a Viksit Delhi on Republic Day
New Delhi, January 2026 : Addressing the people of Delhi from Chhatrasal Stadium on the proud occasion of the 77th Republic Day, Chief Minister Smt. Rekha Gupta presented a comprehensive progress report of her government’s 11-month tenure and outlined a forward-looking roadmap for building a ‘Viksit Delhi’. Anchoring her address in the vision of Viksit Bharat 2047, the Chief Minister explained how, over the past 11 months, her government has cleared decades of administrative inertia and set Delhi on a new path of modernisation, a strengthened health ecosystem and economic empowerment. After hoisting the Tricolour, she shared a detailed account of transformative initiatives in education, health and infrastructure, while also unveiling the roadmap ahead for the creation of a Viksit Delhi.
Honouring historical memories
Beginning her address with the slogans of ‘Bharat Mata Ki Jai’ and ‘Vande Mataram’, the Chief Minister said that 26 January is not merely a date, but a symbol of India’s self-respect, democratic consciousness and complete sovereignty. She recalled that after Independence on 15 August 1947, India adopted its Constitution on 26 January 1950, declaring itself a nation of the people, by the people and for the people. Paying tribute to freedom fighters and martyrs, she said that the Tricolour was not inherited, but earned through countless sacrifices. Referring to Lata Mangeshkar’s song Ae Mere Watan Ke Logon, she paid homage to Bharat Ratna Dr B. R. Ambedkar and the makers of the Constitution, describing it as a guiding light of justice, equality and dignity for the past 77 years. Declaring 2025–26 as a year of national remembrance and inspiration, she noted that it marks the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Ji, the 165th birth anniversary of Pandit Madan Mohan Malaviya Ji, the 125th birth anniversary of Dr Syama Prasad Mookerjee Ji, the 101st birth anniversary of Bharat Ratna Atal Bihari Vajpayee Ji, 150 years of Vande Mataram, and the centenary of the Rashtriya Swayamsevak Sangh.
History and the resolve for a Viksit Delhi
Referring to Delhi’s glorious past, the Chief Minister said that the city has risen stronger each time despite repeated destruction. Delhi is not merely a city of buildings; it reflects the soul of India. Aligned with the Hon’ble Prime Minister Shri Narendra Modi’s Vision 2047, Delhi is moving forward with renewed energy towards the goal of a ‘Viksit Delhi’ as part of a ‘Viksit Bharat’. She recalled that when her government assumed office nearly 11 months ago, entrenched disorder and long-standing bottlenecks posed the biggest challenges. Guided by constitutional values and the Prime Minister’s mantra of ‘Sabka Saath, Sabka Vikas’, the government has taken numerous people-centric decisions that are delivering tangible change on the ground.
Welfare of the poor and a strengthened health system
The Chief Minister stated that 50 Atal Canteens have been started in Delhi, providing nutritious meals at ₹5 and benefiting over 50,000 people daily, with a target to increase this to one lakh beneficiaries per day. Emphasising health as a top priority, she said that under Digital India, modern IT systems have been introduced in government hospitals, over one crore ABHA IDs have been created, and online OPD services launched. Through Ayushman Bharat and the Vay Vandana scheme, six lakh registrations have been completed and 20,000 patients have already benefited. She informed that more than 300 Ayushman Arogya Mandirs are operational across Delhi, with new hospital blocks under construction, alongside the development of public health laboratories and critical care units. With the addition of new ambulances, dialysis machines, doctors, nurses and paramedical staff, Delhi is advancing towards an accessible, affordable and advanced ‘Triple-A’ health model Advanced, Affordable and Accessible healthcare.
Delhi to emerge as an education hub
The Chief Minister said that 21 per cent of the 2025–26 Budget has been earmarked for education. The Delhi School Education Act, 2025 has been implemented to curb arbitrary fee hikes by private schools. Smart classrooms, digital libraries, computer and language laboratories, and sports facilities are being developed in all government schools. An ultra-modern education hub is being built in Narela at a cost of ₹1,300 crore. Scholarships are being provided to meritorious students, and 1,200 toppers of Classes 10 and 11 are receiving free laptops. She said Delhi is no longer just the national capital, but is fast becoming the capital of ideas and innovation.
Unprecedented recognition for sportspersons
Describing sports as a vital instrument of nation-building, the Chief Minister said that Delhi offers the highest incentive amounts for athletes in the country. Gold medal winners at the Olympics and Paralympics receive ₹7 crore, silver medallists ₹5 crore and bronze medallists ₹3 crore. Incentives for the Asian Games, Commonwealth Games and other national and international competitions have also been enhanced. Construction of the Delhi Sports University at Mundka, built to international standards, has commenced.
Infrastructure and green transport
Speaking on infrastructure and transport, the Chief Minister said that capital expenditure for 2025-26 has been doubled. An MoU has been signed with the RBI to strengthen financial management. Over the next three years, the government aims to convert Delhi’s entire public bus fleet to 100 per cent electric, adding 11,000 electric buses. Charging stations, new bus depots, redevelopment of all ISBTs, expansion of the Metro network to 500 km, an increase in the Metro budget to ₹5,000 crore, and last-mile connectivity through e-buses, e-autos, e-taxis and rapid rail projects are progressing at a pace.
A safe and inclusive Delhi
The Chief Minister said that initiatives such as Pink Cards for women and the transgender community, automated vehicle testing stations, the Dwarka Expressway, UER-2, the Delhi-Dehradun Expressway, along with new flyovers, underpasses and elevated roads, will help decongest the city. Under the Safe City Project, 10,000 new CCTV cameras and one lakh smart LED street lights will be installed. Fifty-three new speed courts and hybrid courtrooms have been established. The proposal to relocate Tihar Jail outside the city limits is also being examined seriously.
Social security and welfare
Highlighting measures for women, workers and social security, the Chief Minister said that construction workers are being provided financial assistance, a Gig Worker Welfare Board has been constituted, 500 ‘Palna’ crèche centres are being set up, 5,000 new pensions have been sanctioned, senior citizen homes are being developed, ₹1,700 crore worth of projects are underway under the Delhi Village Development Board, and ₹700 crore has been allocated for development works in slum clusters. Government jobs have been provided to victims of the 1984 anti-Sikh riots, while assistance has been extended to migrant Kashmiri families and the families of employees who died during the COVID-19 pandemic. For animal welfare, 10 new gaushalas are being set up, along with street dog shelters, sterilisation and vaccination programmes.
Economic growth, environment and rejuvenation of the Yamuna
On economic growth, the Chief Minister said that Delhi’s Budget has been increased from ₹75,000 crore to ₹1 lakh crore. The government is working on Ease of Doing Business reforms, a Single Window System, 75 e-District services, 24×7 business operations, a warehousing and logistics policy, and support systems for MSMEs and manufacturing. The India-Europe trade deal will enable Delhi’s MSMEs to access global markets. On culture, environment and the rejuvenation of the Yamuna, she said that tackling garbage dumps, pollution and cleaning the river remain top priorities. Measures include drain desilting, a new master drainage plan, STP upgradation, biogas and e-waste plants, a comprehensive solar policy and the installation of solar plants on government buildings.
