Chief Minister Dr. Mohan Yadav chaired the Cabinet meeting held at Mantralaya on Tuesday. The Cabinet approved key proposals worth ₹10,630 crore to accelerate infrastructure, healthcare, cybersecurity and social welfare in the state. The Cabinet approved a proposal to provide a government guarantee for a ₹4,600-crore loan to the Madhya Pradesh Road Development Corporation (MPRDC) through NABARD Infrastructure Development Assistance (NIDA) for 12 road construction projects. It also decided to transfer ownership of 22 selected highways, major district roads, other district roads and rural roads to MPRDC. In addition, the Cabinet approved ₹3,960 crore for widening the 91.64-km Seoni-Balaghat road to four lanes.
The Cabinet approved ₹1,740 crore for 19 welfare schemes benefiting poor and vulnerable sections as part of social and economic empowerment. To expand healthcare and technical infrastructure, the Cabinet approved the creation of 244 posts for the effective functioning of Madhya Pradesh Dhanwantri Health University in Ujjain and ₹80 crore for the MP-CERT scheme for cybersecurity management. In addition, ₹250.67 crore was approved for the upgradation and operation of Madhya Pradesh Bhawan and guest houses in New Delhi. The Council also approved amendments to the Land Purchase Policy through Mutual Consent, authorised the Economic Offences Wing (EOW) to take action under provisions corresponding to the Indian Penal Code, 1860, as incorporated in the Bharatiya Nyaya Sanhita, 2023, and granted post-facto approval for ₹78 lakh in incentives to medal-winning players and coaches of the Women’s T20 Blind Cricket World Cup 2025.
₹4,600 Crore Loan Guarantee Approved for MPRDC for Construction of 12 Roads
The Cabinet approved a government guarantee for a ₹4,600-crore loan to be availed by MPRDC from NABARD Infrastructure Development Assistance (NIDA). The loan will be used to construct 12 roads and strengthen road connectivity across the state.
The roads include Bhopal-Vidisha, Khalghat-Manawar-Mangod, Mandsaur-Sitamau, Sitamau-Basai-Suwasra, Eastern Bhopal Bypass, to be widened from four to six lanes with paved shoulders, Neemuch-Manasa-Rampura-Jhalawar (SS-7), Indore-Depalpur, to be widened to four lanes with paved shoulders, Chapda-Newari-Dewas (SH-64), to be developed as a two-lane road, Dinara-Datia-Seondha, Agar-Sarangpur, Soyat-Machalpur-Jirapur, Rahatgarh-Khurai-Khimalasa and Sundra-Singhpur-Kothi-Birsinghpur-Semariya-Gohda-Sirmour.
22 Major Roads to be Transferred to MPRDC
Ownership of 22 major roads in the state will be transferred to the Madhya Pradesh Road Development Corporation (MPRDC) at a nominal value, in return for which the Corporation’s Board of Directors will issue shares to the State Government. The interest and repayment of the loan will be met through toll collections from the transferred roads and revenue received from other sources. The Madhya Pradesh Highway Fund Act, 2012, will be amended to recognise toll collections and other revenue from these roads as direct income of the Corporation.
The Board of Directors of MPRDC will have the authority to make changes to roads and select new routes within the approved loan limit. Under the project, funds will be drawn only when required, in accordance with the Just-in-Time (JIT) principle.
₹3,960 Crore Approved for Four-Laning of Seoni-Balaghat Road
The Cabinet approved ₹3,960.09 crore for construction of the 91.64-km Seoni-Balaghat road as a four-lane road with paved shoulders, along with other necessary works. Of the total amount, ₹3,458.93 crore has been approved as the project and financial cost under the Model Concession Agreement based on the Hybrid Annuity Model (HAM). Forty per cent of the project construction cost, amounting to ₹704.38 crore, will be funded through the State Budget, while the remaining 60 per cent, amounting to ₹2,253.39 crore, will be paid through semi-annual annuities from the State Budget over the 15-year operation period. An additional ₹501.16 crore has been approved for pre-construction activities, including land acquisition, other related works and supervision charges.
The Seoni-Balaghat road is an important State Highway-72 in southeastern Madhya Pradesh, connecting Seoni district headquarters with Balaghat, a major forest and mineral-rich region. The road also connects National Highway-44 (Nagpur-Lakhnadon), NH-543 (Gondia-Mandla) and NH-543A (Balaghat-Bhandara). The route provides connectivity to the Malanjkhand Copper Project, Bharveli Manganese Mines, Kanha Tiger Reserve, Pench Tiger Reserve and Chhattisgarh. Balaghat is a major trading centre for mineral and forest products, while the Seoni region is an important agricultural and tourism centre. The road is considered crucial for regional economic development and logistics connectivity. Improved connectivity is expected to benefit tourists as well as rural and urban populations in Seoni and Balaghat, including access to Kanha and Pench National Parks. The road will improve connectivity for an estimated population of 8 to 10 lakh.
₹1,740 Crore Approved for 19 Schemes for Poor and Vulnerable Sections
The Cabinet approved ₹1,740 crore for the continued implementation of 19 schemes of the Department of Social Justice and Empowerment of Persons with Disabilities for the financial years 2026 to 2031. These schemes cover the social, economic and overall development of poor, vulnerable and destitute persons, senior citizens, beneficiaries requiring assistance for the marriage or nikah of daughters, persons with disabilities, people affected by substance abuse and transgender persons. The schemes include the Indira Gandhi National Disability Pension Scheme, National Family Assistance Scheme, Mukhyamantri Kanya Abhibhavak Pension Scheme, financial assistance for persons with multiple disabilities and intellectual disabilities, grants to schools for the blind, deaf and mute, funeral assistance scheme, Mukhyamantri Nikah Yojana, scholarships for the blind, deaf and mute, World Disability Day programmes, ITI training for persons with disabilities, Dadhichi Award Scheme, distribution of artificial limbs and assistive devices, block grants to the Indian Leprosy Prevention Association, barrier-free environment for persons with disabilities, Atal Vayo Abhyuday (AVYAY) Scheme, Maintenance and Welfare of Parents and Senior Citizens Scheme, Indira Gandhi Samaj Seva Award Scheme, State Council for Senior Citizens, de-addiction programmes and the National Action Plan for reducing drug demand.
244 Posts Approved for Madhya Pradesh Dhanwantri Health University, Ujjain
The Cabinet approved 244 posts/personnel for the effective functioning of Madhya Pradesh Dhanwantri Health University, Ujjain. These include 154 regular posts, one contractual post and 89 positions to be filled through outsourcing. The pay scales, recruitment method, service conditions and nature of posts will be determined in accordance with the applicable university statutes, ordinances and service rules, in consultation with the Finance Department. The establishment of the university will lead to institutional decentralisation of health sciences education administration in the state. A separate administrative system for affiliation, inspection, examinations and other university services for health sciences institutions across 31 districts in the Indore, Ujjain, Bhopal, Gwalior, Narmadapuram and Chambal divisions will ensure greater accountability and timely delivery of services.
Standardised curricula, examinations and evaluation systems, transparent examination procedures, timely results and certificate issuance, along with stronger academic inspections, will help improve the quality of medical and health sciences education. It will also strengthen the state's long-term capacity to provide a skilled and competent workforce for the healthcare sector.
₹80 Crore Approved for State Computer Security Incident/Response Operation Centre
The Cabinet approved ₹80 crore for the continued operation of the State Computer Security Incident/Response Operation Centre under the MP-CERT scheme for the financial years 2026-27 to 2030-31. An estimated financial outlay of ₹3.99 crore was approved for administrative, technical, consultancy, incident response, forensic and Security Operations Centre (SOC) activities, including 25 new posts. An additional ₹3.24 crore was approved for revising the salaries of 21 personnel already sanctioned. The approved technical manpower for MP-CERT will be managed in accordance with the PEMT framework. Under the decision, five Principal Consultant, eight Senior Consultant and three Consultant posts will be surrendered and utilised to meet the requirements of newly created posts under the MP-CERT structure. Considering current requirements, the MP-CERT will also be permitted to engage up to two subject experts on a short-term basis, at a maximum remuneration of ₹50,000 per month.
To ensure a steady pool of trained cybersecurity professionals in the state, MP-CERT will annually engage 10 engineering graduates from reputed national institutions such as NFSU, IITs, NITs, IISERs and CDAC. They will be selected through interviews and engaged as trainees for one year with a training allowance of ₹25,000 per month. The Madhya Pradesh Computer Emergency Response Team (MP-CERT) has been established at the state level to manage cybersecurity incidents, ensure rapid response, mitigate risks and protect critical government information infrastructure.
At present, most government services, citizen-centric platforms, digital payment systems, data repositories, cloud infrastructure and critical information systems of various departments rely on information and communication technology.
₹250.67 Crore Approved for Upgradation and Operation of Guest Houses
The Cabinet approved ₹250.67 crore under revenue and capital heads for the continued operation of various programmes associated with the Office of the Resident Commissioner and Madhya Pradesh Bhawan in New Delhi during the 16th Finance Commission period from April 1, 2026, to March 31, 2031. The approval includes ₹191.828 crore under revenue and capital heads for the Office of the Resident Commissioner and Madhya Pradesh Bhawan, New Delhi; ₹1.55 crore for transport arrangements for judicial staff; ₹6.593 crore for the Office of the Special Commissioner, Government of Madhya Pradesh, New Delhi; ₹4.2655 crore for the Madhya Lok office in Mumbai; and ₹1.76 crore under the revenue head for maintenance of departmental assets.
An additional ₹44.5803 crore was approved under the capital head for the proposedexpansion and construction of Madhyanchal Bhawan in New Delhi, along with ₹10 lakh for setting up proposed offices in the city.
Amendment to Land Purchase Policy Through Mutual Consent Approved
The Cabinet approved amendments to the Land Purchase Policy through Mutual Consent dated November 12, 2014. Under the amendment, in addition to the calculated rehabilitation grant, landowners in rural areas will receive an amount equivalent to twice the value calculated at the prevailing guideline rate issued by the Collector for agricultural land, excluding immovable assets established on such private agricultural land. The department will be authorised to make necessary amendments to the prescribed formats and issue them at its level, as well as introduce additional formats wherever required. Land for public-interest projects is acquired under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. For agricultural land in rural areas, the factor used for multiplying the market value has been increased from 1.00 to 2.00 through a Madhya Pradesh Gazette notification dated April 24, 2026. To ensure prompt implementation, the Land Purchase Policy through Mutual Consent, dated November 12, 2014, has been amended accordingly.
The State Government had introduced the Land Purchase Policy through Mutual Consent on November 14, 2014, to enable various departments and public-sector undertakings to acquire private land with the consent of landholders, against payment of compensation. The policy aims to reduce the additional time and cost involved in land acquisition and ensures timely implementation of infrastructure and development projects. Amendment Approved to Authorise EOW to Act Under Bharatiya Nyaya Sanhita Provisions
The Cabinet approved an amendment to the Home Department's notification dated May 31, 1977, to authorise the Economic Offences Wing (EOW), Madhya Pradesh, to take action under provisions of the Indian Penal Code, 1860 that have been replaced by corresponding provisions of the Bharatiya Nyaya Sanhita, 2023.
₹78 Lakh Incentive Approved for Women’s T20 Blind Cricket World Cup Medal Winners and Coaches
The Cabinet granted post-facto approval for providing a total incentive of ₹78 lakh from the incentive head to three players and three coaches of the Women’s T20 Blind Cricket World Cup 2025. The Indian team won the gold medal after defeating Nepal in the tournament held in Colombo, Sri Lanka, on November 23, 2025. In recognition of this achievement, three Madhya Pradesh players who were part of the victorious Indian team—Sushri Sunita Sarathe of Narmadapuram, Sushri Durga Yeble of Betul and Sushri Sushma Patel of Damoh—will each receive ₹25 lakh, comprising ₹10 lakh in cash and ₹15 lakh through a fixed deposit.
The three coaches—Shri Sonu Golkar, Shri Omprakash Pal and Shri Deepak Pahade—will receive ₹1 lakh each. Thus, a total incentive of ₹78 lakh has been approved for the players and coaches.
