Bengaluru, Aug 2026 : The Karnataka government is considering withdrawing its recently implemented ban on gutka following strong opposition from legislators across political parties, who have raised concerns over its potential impact on arecanut growers in several parts of the state.
According to sources, Chief Minister D.K. Shivakumar has directed officials to examine the withdrawal of the order after a number of legislators met him and expressed apprehension that the ban could adversely affect farmers dependent on arecanut cultivation. A final decision is expected following further discussions at the government level.
The issue reportedly came up during Thursday’s Cabinet meeting, where Shivakumar questioned how an important decision of this nature had been taken without his knowledge. He is said to have sought an explanation from the Health Department Secretary over why the matter was not discussed with him before the order was issued.
The Chief Minister also reportedly pointed out that arecanut cultivation has become a major source of livelihood for farmers in around seven to eight districts of Karnataka. Several Congress and BJP legislators subsequently approached him, highlighting the economic consequences that could arise from restrictions on gutka and other arecanut-based products.
According to sources, the legislators told Shivakumar that the decision had been taken without adequate consultation with elected representatives or stakeholders. The Chief Minister reportedly assured them that the concerns would be examined and appropriate action taken.
The controversy has brought the government face-to-face with the difficult balance between public health objectives and the economic interests of thousands of farmers.
Former Karnataka Chief Minister and BJP MP Basavaraj Bommai said the government must consider both aspects before proceeding with any major policy decision.
“There are two matters. One is health, which must be ensured, but the interests of arecanut growers must also be protected,” Bommai said.
He noted that arecanut farming, once concentrated primarily in Karnataka’s Malnad region, has expanded to several other districts and now supports a large farming community. Farmers invest substantial resources and wait for years before the crop begins generating returns, he said.
“Farmers wait for five years for the arecanut crop. They invest throughout this period. Already, arecanut growers are facing problems. The government should provide compensation to farmers if such a decision is taken,” Bommai said.
JD(S) MLA A. Manju also opposed the ban and warned that any policy adversely affecting arecanut farmers would face strong resistance, particularly in the Malnad region.
“The Chief Minister should know that there will be stiff resistance. In the Malnad region, a large number of people are dependent on arecanut farming. The government should reverse its decision to ban gutka,” Manju said.
He argued that banning products linked to the arecanut industry could create serious economic difficulties for farmers and said legislators would support any agitation launched by growers to protect their livelihoods.
The proposed ban has also triggered uncertainty among consumers and traders. Following the announcement, reports emerged of people who regularly consume gutka rushing to purchase and stockpile the product. In some places, consumers were reportedly seen carrying large quantities and waiting in queues to buy supplies.
The developments have intensified the debate over Karnataka’s policy towards gutka, tobacco and other related products. While health concerns surrounding tobacco consumption remain central to the government’s position, the political backlash has highlighted the need to consider the wider economic consequences of regulatory decisions.
The government is now expected to hold a high-level meeting before taking a final call. Any decision to withdraw or modify the ban is likely to be closely watched by both the health sector and arecanut-growing communities across Karnataka.
