New Delhi, October 2026 : Delhi Lieutenant Governor Sardar Taranjit Singh Sandhu and Chief Minister Smt. Rekha Gupta on Tuesday launched several public welfare health initiatives at an event held at Thyagraj Stadium. The state-level ‘ASHA Sammelan-2026 and ASHA Samman Samaroh’ was organised under the ‘Seva Sankalp Abhiyan’. The event saw the virtual inauguration of the SOTTO building at GB Pant Hospital, the expansion of the ANMOL initiative, the launch of the Nursing Home Management System portal and the announcement of a significant increase in the incentive for ASHA workers. The Chief Minister said that ASHA workers, who care for the health of every family, take healthcare services and government schemes to people’s doorsteps. Under the leadership of Prime Minister Narendra Modi, our government is committed to ensuring that those who serve every family are also given due care, respect, support and welfare. Delhi Health Minister Dr Pankaj Kumar Singh and senior officials of the Health Department were also present.

‘These initiatives will make Delhi healthier, more capable and citizen-centric’

LG Taranjit Singh Sandhu said healthy citizens are the foundation of a developed and empowered Delhi. The health initiatives launched under the ‘Seva Sankalp Abhiyan’ aim to further strengthen Delhi’s healthcare system by bringing together modern technology, effective public health systems and a humane approach. He said ASHA workers play a crucial role on the front lines of the healthcare system by taking health services and awareness to pregnant women, children and families. Increasing their monthly incentive from ₹3,000 to ₹6,000 is a recognition of their contribution and dedication. He also appreciated the ANMOL initiative and the newly built SOTTO centre at GB Pant Hospital for their role in early identification of health problems among newborns and timely treatment, as well as in strengthening organ donation and transplantation services.

The LG said the Nursing Home Management System portal will make processes such as registration and renewal online and transparent, simplifying procedures, reducing unnecessary administrative hurdles and improving monitoring. In line with Hon’ble Prime Minister Shri Narendra Modi Ji’s vision of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas’, the government is working to ensure that healthcare services reach the last person in society. Efforts are continuing to build a healthier, more capable and developed capital through a combination of technology, strong health systems and compassionate service.

‘Organ donation can bring new hope, digital services can make healthcare easier’

Chief Minister Rekha Gupta said organ donation is not merely a medical procedure but a symbol of humanity, compassion and respect for life. Organs donated after a person’s death can give a new lease of life to someone in need. She appealed to Delhi residents to spread awareness about organ and body donation and said she herself had registered for body donation through the SOTTO portal. She also urged ASHA workers to take the message of organ donation to families and senior citizens and inform those interested about the process. She said one person’s resolve can become a new hope and a new beginning in another person’s life.

The Chief Minister said ASHA workers have an important role in making these initiatives successful. She expressed confidence that Delhi’s ASHA workers would reach every family like an elder sister, share information about health schemes and encourage people to avail themselves of their benefits. She said the city’s healthcare system can be strengthened further when the government, healthcare workers and citizens work together. Paying tribute to the service and dedication of ASHA workers, she said it is the government’s responsibility to care for the dignity and welfare of those who look after the health of Delhi’s families.

‘Recognition for ASHA workers’ contribution, incentive doubled’

In recognition of the dedication and unwavering service of 6,690 ASHA workers who take Delhi’s health services to households, the Delhi government has increased their monthly incentive from ₹3,000 to ₹6,000. The Chief Minister also felicitated ASHA workers for outstanding work and announced a special dandiya programme for them during the upcoming Navratri celebrations.

‘Mission ANMOL: A safety net for newborns’

The expansion of Mission ANMOL (Advanced Newborn Monitoring and Optimal Life Care, ANMOL) was launched during the programme. The initiative strengthens comprehensive health checks, screening, early diagnosis and necessary treatment for the timely identification of serious but treatable genetic, metabolic and congenital disorders among newborns. Screening for 63 congenital diseases will be carried out within 24 to 72 hours of birth, helping identify health problems at an early stage and reduce their impact. The Delhi government is working to increase annual screening coverage from around 1.5 lakh to 2.5 lakh newborns. So far, more than 75,000 newborns have been screened and over 700 children have received timely treatment.

SOTTO building inaugurated

The building of the State Organ and Tissue Transplant Organisation (SOTTO) at GB Pant Hospital was also inaugurated. With the inauguration, efforts are being made through SOTTO to further strengthen coordination, awareness and institutional mechanisms related to organ and tissue donation and transplantation in Delhi.

Nursing Home Management System portal to make health administration digital and easier

The Delhi government also launched the Nursing Home Management System portal to make administrative processes for private nursing homes simpler, more transparent and technology-enabled. Through the portal, the registration and renewal process for private nursing homes in Delhi will be taken online. This will reduce the need for institutions to repeatedly visit government offices to submit applications and documents or check the status of their applications. The digital system will make the entire process simpler, more transparent and organised, while also helping improve record management, monitoring and timely administrative processing.

‘Our goal is to provide accessible, modern healthcare to every Delhi resident’

Delhi Health Minister Dr Pankaj Kumar Singh said increasing the incentive for 6,690 ASHA workers from ₹3,000 to ₹6,000, expanding Mission ANMOL, launching the Nursing Home Management System portal and inaugurating SOTTO at GB Pant Hospital are important steps towards a citizen-centric and technology-enabled healthcare system. He said the issue of ASHA workers’ incentives had remained pending for nearly a decade. Even during the difficult period of the COVID-19 pandemic, these workers continued to serve with dedication, but the expected steps to recognise and incentivise their contribution were not taken. The present government has addressed the long-pending issue and recognised their contribution.

He said that under Mission ANMOL, screening for 63 types of congenital health problems is being carried out within 24-72 hours of birth. He also reiterated the commitment to take the message of ‘Angdaan Mahadaan’ to people and increase awareness about organ donation. He said the government’s objective is not merely to make announcements but to deliver work, results and positive change in the lives of Delhi residents.

The Health Minister thanked LG Taranjit Singh Sandhu and Chief Minister Rekha Gupta for their leadership, support and guidance, and said that with the dedicated efforts of ASHA workers, healthcare professionals and departmental teams, the Delhi government would continue to ensure concrete work and results in the health sector. The government’s goal is to provide accessible, modern and better healthcare to every Delhi resident.
