Maharashtra Presents a Success Story of Digital Strength to the Nation
Mumbai, August 2026: Maharashtra has emerged as a national leader in transforming human resource management in government through a series of reforms, and the newly launched ‘Maha e-HRMS’ system is a major example of this digital transformation, Chief Minister Devendra Fadnavis said on Monday.
Expressing confidence that the system would become the “face of dynamic administration”, Fadnavis said Maharashtra had once again presented an outstanding success story of its digital capabilities before the country.
The Chief Minister inaugurated the Maharashtra government’s ‘Maha e-HRMS’, ‘Maha-IAS’ and ‘Mentor-Mentee Portal’ digital human resource management systems at an event held at Sahyadri State Guest House. The country’s first automated e-Order module was also launched along with ‘Jigyasa’, an artificial intelligence-based assistant.
Deputy Chief Minister Sunetra Ajit Pawar, Legislative Assembly Speaker Rahul Narwekar, Skill Development, Employment, Innovation and Entrepreneurship Minister Mangal Prabhat Lodha, Protocol Minister Jaykumar Rawal, Chief Secretary Rajesh Agrawal, Additional Chief Secretary (Services) V. Radha and senior Indian Administrative Service officers were present.
Fadnavis said government officials and employees often become caught up in rules, government resolutions and procedural “tick-mark” systems while delivering public services. The Maha e-HRMS is the first major phase of the Government Process Re-engineering (GPR) initiative undertaken by the state to modernise administrative procedures that have traditionally relied on paper-based systems.
He said the initiative would replace outdated methods of maintaining service records with a simplified, technology-driven system. The project is a key component of the government process re-engineering exercise launched by the state around two years ago and is also part of the proposed integrated human resource management framework.
Fadnavis emphasised that motivation is essential for employees in government service, with promotions serving as an important source of encouragement. The new system will speed up promotion procedures and digitally integrate an employee’s entire service journey, from appointment orders to retirement documentation.
He also praised the General Administration Department for playing a crucial role in developing the platform.
Deputy Chief Minister Sunetra Ajit Pawar described the launch as a landmark moment in Maharashtra’s governance system. She termed the implementation of Maha e-HRMS a revolutionary step and said the success of any government policy depends heavily on the administrative machinery responsible for implementing it.
According to Additional Chief Secretary V. Radha, the first phase of the system covers the IAS cadre, while subsequent phases will bring all officers and employees of the state government under the platform. The system integrates rules and procedures followed across 123 establishments under 42 government departments.
Service Books to Go Digital
Under Maha e-HRMS, the physical service books maintained since 1935 will be replaced by structured digital e-Service Books. Records will be automatically updated based on orders issued through the e-Order module. Officers and employees will receive notifications through SMS or email, ensuring that their digital service records remain continuously updated throughout their careers.
AI Assistant, Mentor-Mentee Portal and Mobile App
The indigenous ‘Jigyasa’ AI assistant has been trained using rules related to the IAS and All India Services. It will provide officers with information and guidance regarding service records, applicable rules, entitlements and other service-related matters.
The Mentor-Mentee Portal will enable senior officers to share field experience, administrative skills and institutional knowledge with junior officers.
The e-HRMS mobile application will allow employees to access services remotely, including viewing salary slips, checking attendance records and submitting leave applications.
Integrated Digital Platform
The Maharashtra State Unit of the National Informatics Centre has developed the secure, open-source and integrated digital HR platform. Technologies including ‘Parichay’ and ‘NAPiX’ have been incorporated into the system, which has also been integrated with platforms such as e-Office, iGOT Karmayogi, MahaPAR, Sevaarth, NPS, DigiLocker, Bhashini and e-Cabinet.
The platform also incorporates emerging technologies such as artificial intelligence and blockchain. Through Jigyasa, Maha-AI and Anubhav AI, government employees will receive intelligent digital assistance to support their day-to-day work and improve the efficiency, speed and transparency of administration.
