NEW DELHI, Aug 2026 : Senior Aam Aadmi Party (AAP) leader and Rajya Sabha MP Sanjay Singh launched a scathing attack on the Modi government while opposing the Mines and Minerals (Development and Regulation) Amendment Bill, 2026, in the Rajya Sabha. He said the Modi government had passed the ‘Adani commission bill’ amid uproar in Parliament, taking away states’ rights and allowing the Centre to control mineral resources across the country. He said the Bill overturned a Supreme Court order and would deprive state governments of revenue. He said that the Bill would allow the Modi government to hand over mines across the country to Gautam Adani without any hindrance and was an attempt to seize states’ economic resources and undermine their economic power.
Speaking in the Rajya Sabha, AAP MP Sanjay Singh said, “This is a Bill that takes away the rights of the states. The Central government wants to take control of the states’ electricity, water and mineral resources.” He questioned whether the government wanted to take control of all mineral resources in the country.
Sanjay Singh said,“This Bill is also against a Supreme Court order. The Supreme Court’s seven-judge Bench delivered its judgment in 2024, holding that states have the right to impose taxes on mineral rights and mineral-bearing land. But the Bill brought by the Central government clearly states that state governments cannot impose any tax or cess under any name.”
The AAP MP further emphasised that the Bill was a black law and an attempt to seize the economic resources of state governments and destroy their economic power. “This Bill has been brought to hand over coal blocks, mines and minerals to a handful of capitalists. The Central government wants to directly take control of mining operations in states such as Odisha, Telangana, Bengal and Tamil Nadu, where mining is carried out,” he added.
Sanjay Singh concluded by saying, “This Bill has been brought to facilitate Gautam Adani. The Central government has introduced this Bill to act as a commission agent for Gautam Adani.” He asserted that the Central government had no right to take control of the states’ mining operations and mineral resources.
