The Appointment of Vice-Chancellors Should Be Free of Political Interference: Hon’ble Minister for Higher Education
The Hon’ble Minister for Higher Education, Mr. Vakavi Chezhiyan, stated that Hon’ble Governors should refrain from politicizing the appointment process of Vice-Chancellors in universities, allowing them to focus on their academic duties.
Repeated Interference by the Governor
The Hon’ble Governor’s continued interference in filling Vice-Chancellor vacancies by repeatedly blocking the Tamil Nadu government’s decisions has become a cause for concern. Despite previously approved decisions, the Governor has reversed earlier conclusions and issued statements rejecting the government’s recommendations. This development is disappointing.
The practice of appointing representatives of the University Grants Commission (UGC) in “Search Committees for Vice-Chancellors” creates unnecessary conflicts and lacks any new contributions. Tamil Nadu has already adopted the UGC’s regulations for universities, which were approved by the State Assembly. These regulations were submitted to the UGC to comply with university-related rules. Based on these, search committees have been formed for appointing Vice-Chancellors.
Overreach of Governor’s Powers
The Governor’s actions in appointing representatives to the search committees contradict the approved UGC regulations, raising legal questions. The courts have previously criticized such actions as exceeding the Governor’s jurisdiction. This unwarranted interference disrupts the functioning of universities and raises doubts about the future of higher education in the state.
Financial Strain on Universities
The central government’s reduction or withholding of annual grants to state universities has placed them under severe financial strain. While serving as Chancellor, the Governor has failed to address this issue. Instead, his political actions have added to the challenges faced by universities.
Call for Constructive Involvement
The Hon’ble Minister emphasized that the Governor should stop interfering in the administration of universities and focus on contributing to Tamil Nadu’s educational progress. He also urged the Governor to advocate for increased funding from the UGC for Tamil Nadu’s universities rather than obstructing their functioning.
The Tamil Nadu government will address these issues legally and politically, asserting its stance firmly. The interference of the Governor in Tamil Nadu’s higher education sector must end for the betterment of universities and students.
