Agreement Signed to Introduce E-Stamping System in Mizoram

Aizawl, May 2026: An agreement was signed on Monday to introduce e-stamping in Mizoram for the payment of stamp duty in place of traditional non-judicial stamp papers used for land transactions and various legal agreements.

The Memorandum of Understanding (MoU) was signed at 11 a.m. at the office of the Minister for Land Revenue and Settlement (LR&S). The agreement was signed between the Land Revenue and Settlement Department and the Stock Holding Corporation of India Limited (SHCIL).

Representing the Mizoram government, LR&S Secretary Pu Vanlalmawia, IAS, signed the agreement, while Regional Manager (East & North East) of SHCIL, Pu Pritesh Kumar, signed on behalf of the corporation.

Speaking on the occasion, LR&S Minister Pu B. Lalchhanzova said that non-judicial stamp papers are commonly used for land and property transactions as well as agreements between individuals and organisations, which are later registered with the government. He said stamp duty has traditionally been paid through physical stamp papers purchased according to the required denomination.

The Minister noted that people often faced difficulties due to shortages of stamp papers, non-availability of required denominations, and instances of counterfeit stamp papers. To address these issues, the Mizoram government amended the Mizoram Stamp Rules on June 2, 2024, allowing electronic payment of stamp duty. He expressed happiness that the signing of the agreement marked a significant step towards implementing the system.

Pu B. Lalchhanzova stated that since stamp duty is a major source of revenue for the state government, improving its collection system is important. He said stamp duty collections stood at Rs 13.45 crore during 2024-25 and increased to Rs 20.2 crore in 2025-26.

He added that the Finance Department has projected stamp duty revenue of Rs 22.5 crore for 2026-27, and with the rollout of e-stamping and the opening of Sub-Registration Offices at subdivision levels, the government expects to achieve the target.

The Minister also acknowledged that the department faced several challenges while preparing for the transition to e-stamping and credited the success achieved so far to the dedicated efforts of officials and staff of the LR&S Department.

Initially, the e-stamping system will be launched as a pilot project in Aizawl district. It will later be extended to other districts across the state. The pilot phase is planned to be completed within 45 days.

Once fully operational, citizens will be able to pay stamp duty from their homes or through accredited collection centres. The new system is also expected to eliminate shortages and black marketing of stamp papers while reducing irregularities in stamp duty transactions.

During the programme, LR&S Director Pu R. Lalthazuala, MCS, explained the functioning of the e-stamping system and highlighted the benefits and convenience it would provide to both the public and the government.
