Bihar Cabinet Approves Key Decisions on Infrastructure, Security, Tourism and Industrial Growth

Key Decisions Taken in Bihar Cabinet Meeting

Patna, May 2026 : The Bihar Cabinet, chaired by Chief Minister Samrat Choudhary, on Wednesday approved 13 major proposals covering governance, infrastructure, industrial investment, tourism, sports, public welfare and security, signalling the state government’s focus on development and administrative expansion.

One of the most significant decisions taken during the meeting was the approval of Rs 747.97 crore in advance from the Bihar Contingency Fund for Rural Local Bodies for the financial year 2026-27. The allocation has been made in accordance with the recommendations of the 15th Finance Commission and is aimed at strengthening rural administration and local development works across the state.

In a move to enhance border security and intelligence coordination, the Cabinet also approved the creation of a new post of Inspector General (Border) under the state Special Branch. Officials said the step is intended to improve surveillance and coordination along Bihar’s international borders and boost intelligence gathering capabilities.

The Cabinet also cleared several proposals related to sports infrastructure development. Government land will be transferred free of cost to the Sports Department for multiple projects, including 6.61 acres in Saharsa for the construction of an outdoor stadium under the Chief Minister’s Development Scheme. Additionally, 6.8 acres in Arwal have been allocated for a sports complex, while more land has been approved in Aurangabad for the expansion of the Deo Sports Complex.

In a major boost to tourism and international connectivity, the Cabinet granted administrative approval of Rs 10.40 crore for the selection of IndiGo to operate direct international flights between Gaya International Airport and Bangkok. The government believes the initiative will significantly increase the inflow of foreign tourists and Buddhist pilgrims visiting Bihar, while also generating new employment opportunities in the tourism and hospitality sectors.

Industrial development remained another major focus of the meeting. Under the Bihar Industrial Investment Promotion Policy, the Cabinet approved the establishment of a 960 MTPD parboiled rice manufacturing unit in Nalanda with an investment of Rs 88.18 crore. The project is expected to create jobs for around 185 skilled and unskilled workers.

The Cabinet also approved industrial incentives worth Rs 73.45 crore for a grain-based ethanol plant with a production capacity of 60 KLPD and a 2-megawatt power generation unit in Kaimur district. Officials said the project is likely to generate employment opportunities for at least 93 people while strengthening Bihar’s ethanol production capacity.

In another important security-related decision, the Cabinet authorised the Director General of Police to retain 50 specialised police personnel within the Special Task Force on deputation for up to 15 years. These personnel are trained in combating Left-Wing Extremism and intelligence operations, and their continued deployment is expected to enhance anti-extremism operations in sensitive regions.

The government also approved the allocation of 324 acres of land to the Water Resources Department from the 1,300 acres being acquired by the Bihar Industrial Area Development Authority under the Amritsar-Kolkata Industrial Corridor project. Plans include the development of a reservoir with a storage capacity of 8.5 million cubic metres and water availability of 19 million litres per day.

In the field of science and technology, approval was granted for the creation of 53 new posts in the Bihar Council on Science and Technology and its subordinate offices to strengthen research and administrative capacity.

The Cabinet further approved the transfer and utilisation of funds for the financial year 2026-27 based on the recommendations of the 6th State Finance Commission, continuing the framework earlier approved for the 2021-2025 period.
