Workers are the Biggest Strength of State’s Progress; Ensuring Their Respect and Safety is Government’s Priority: Chief Minister Yogi

Lucknow, May 2026 : Chief Minister Yogi Adityanath has taken several major decisions to make labour welfare, skill development, and employment generation more comprehensive and result-oriented. He has directed the expansion of the Bal Shramik Vidya Yojana to all 75 districts of the state, strengthening of the ‘Seva Mitra system’, development of modern labour facilitation centres in major cities for construction workers, and linking the employment mission with global opportunities. The Chief Minister said that workers are not merely part of the production process, but the greatest strength behind the state’s economy and development. The government’s priority is to ensure dignity, quality education, safe working conditions, and better employment opportunities for workers, youth, and weaker sections.

While reviewing the schemes and proposals of the Labour and Employment Department on Saturday, the Chief Minister stressed that no child should be deprived of education due to financial constraints. He instructed officials to run special drives in areas affected by child labour to bring children back into schools and strengthen rehabilitation efforts. He also directed that skill development plans for such children should be prepared in collaboration with the private sector. It was informed in the meeting that under the scheme launched in 2020, working children aged 8 to 18 years are being enrolled in schools and provided financial assistance. Currently, the scheme is operational in 20 districts. The Chief Minister directed its expansion to all 75 districts with improved provisions.

Describing the ‘Seva Mitra system’ as an innovative model of employment and public service delivery, the Chief Minister said that technology-driven systems like this create new opportunities for youth and skilled workers. He directed that the system be made more effective and citizen-friendly. It was informed that through this platform, operational since 2021, citizens can access household services via mobile app, web portal, or call centre. Currently, the system has 1,097 service providers, 5,049 Seva Mitras, and 54,747 registered skilled workers. The Chief Minister also encouraged its use in government departments to enhance transparency and generate local employment.

The Chief Minister appreciated institutional reforms in the labour department and said maintaining balance between industrial growth and worker welfare is a key policy priority. It was informed that 32,583 factories have been registered in the state so far, compared to 14,176 before March 2017. Since April 2017, 18,407 new factories have been registered. In FY 2025–26 alone, 4,860 factories were registered. The department has been recognised as a ‘Top Achiever’ in BRAP reforms and honoured for excellence in labour sector at Udyog Samagam 2025.

He directed the development of modern labour facilitation centres (‘labour addas’) in all industrial cities, ensuring they function as support and service hubs rather than just gathering points. He also stressed the need for safe and organised housing facilities for migrant workers.

The Chief Minister also reviewed the proposed Industrial Workers Training Institute and hostel project in Kanpur, calling it a key step toward skill development. The proposed institute at Vishnupuri will train 200 trainees in trades like carpentry, electrician work, fitting, plumbing, painting, and construction. A 200-capacity hostel is also planned at Benajhabar.

Emphasising employment generation as the government’s top priority, he said youth should be provided opportunities at local, national, and global levels. Under the Uttar Pradesh Employment Mission formed in July 2025, efforts are underway to connect youth with overseas jobs as well. The mission has already facilitated selection of 27,555 youth, including 2,300 abroad. In 2025–26, over 3.74 lakh candidates have been provided opportunities through job fairs, while over 6.80 lakh youth participated in career counselling programmes.

The Chief Minister directed that job fairs should be aligned with real industry demand and youth capability. He also called for linking employment initiatives with the Sardar Vallabhbhai Patel Industrial and Employment Zone. Reviewing global opportunities, he noted job prospects in Germany, Japan, and Slovakia, and emphasised training in languages like Japanese, German, and English. He further instructed that the employment department be developed into a modern digital employment ecosystem with AI-based job matching and online counselling systems through the Rozgar Sangam portal.
