Chief Minister Hemant Soren Reviews Progress of Planning and Development Department

Ranchi: Jharkhand Chief Minister Hemant Soren reviewed the latest progress of the Planning and Development Department in a high-level meeting held at the Project Building Secretariat.

During the review, the Chief Minister directed officials to expedite the implementation of various centrally sponsored and state government schemes, budgetary allocations, assistance programmes, and development projects so that the targets set for the current financial year can be achieved within the stipulated timeframe.

He stressed the importance of regular monitoring of schemes and instructed officials to ensure that benefits reach people efficiently and transparently. The Chief Minister emphasized that development works should be completed in a time-bound manner and that all departments must work with commitment and accountability to accelerate the state’s overall growth.

Planning and Development Department Minister Deepak Birua was also present during the meeting.

Focus on Innovative Schemes

The Chief Minister instructed officials to place special emphasis on Innovative Schemes. In this regard, it was informed that the allocation under the Innovative Scheme component has been increased from Rs 2 crore to Rs 5 crore.

Officials also informed the Chief Minister that under the District Plan Project, a selection process for identifying suitable schemes has been initiated and related work is currently underway.

Review of Long-Pending Schemes

The meeting also reviewed schemes that have been running for the past five years. Suggestions were made to improve their implementation and assess the possibility of completing projects that have remained pending for extended periods.

Discussions were also held on establishing a Project Management Unit (PMU) for monitoring and supporting Centrally Sponsored Schemes (CSS) to ensure better coordination and execution.

Financial Performance Under Review

The meeting emphasized the need to examine departments that recorded only 75 per cent expenditure during the financial year 2025-26 and assess the reasons for underutilisation of allocated funds.

It was further suggested that departments spending less than 60 per cent of their allocated budgets should undergo a detailed review and corrective measures should be taken to improve performance.

Vision Document for the Next Decade

Officials proposed preparing a Vision Document for the next 10 years to provide a long-term roadmap for Jharkhand’s development. The proposal focused on identifying future priorities and aligning departmental plans with the state’s long-term growth objectives.

The meeting was attended by Chief Secretary Avinash Kumar, Development Commissioner Ajay Kumar Singh, Planning and Development Department Secretary Mukesh Kumar, Additional Secretary Vijaya Jadhav, Additional Director-cum-Additional Secretary Krishna Nandan Prasad, and other senior officials.
