Ukrainian Government Has Approved Export Strategy Till 2030.
Kyiv; June 2026: The Cabinet of Ministers of Ukraine has approved a new Export Strategy of Ukraine until 2030. The document sets out the key directions for the development of Ukrainian exports in the context of the war, post-war recovery and deeper European integration.
The Strategy is aimed at strengthening the resilience of the Ukrainian economy, supporting its technological modernisation and facilitating a gradual transition to an export-led growth model. Its focus is on increasing the production and export of higher value-added goods and services, enhancing the competitiveness of Ukrainian companies in foreign markets, and expanding the participation of micro, small and medium-sized enterprises in international trade.
“Ukraine has strong industrial potential, and our task is to help businesses realise it in foreign markets. The Export Strategy to 2030 outlines how we will work to expand market access, develop support instruments for exporters and increase the share of value-added products in Ukraine’s exports. This is important both for economic growth and for deepening Ukraine’s integration into the European Union’s single market”, said Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka, commenting on the Government’s decision.
The Strategy sets out three strategic objectives:
- Increasing the production of export-competitive goods, improving the structure of exports and raising their average value;
- Creating favourable conditions for export activities;
- Strengthening state capacities, institutions and instruments to support export development.
To achieve these objectives, the Strategy envisages the development of medium, and high-tech manufacturing, support for the processing industry, incentives for investment in export-oriented production, the removal of tariff and non-tariff barriers, expansion of export financing, stronger trade and economic representation abroad, improved advisory and information support, digitalisation of export services, and the promotion of Ukrainian goods and services in international markets.
Particular attention is given in strengthening state export support instruments, including:
- financial mechanisms such as products offered by the Export Credit Agency and banking tools; comprehensive support for exporters through the Entrepreneurship and Export Promotion Office;
- the development of logistics and digital infrastructure;
- the conclusion and modernisation of trade agreements;
- protection of Ukrainian exporter’s interests;
- participation in international exhibitions and events;
- enhanced economic diplomacy;
- promotion of the Made in Ukraine brand;
- cooperation with international organisations.
Key targets for 2030 include:
- Reducing the share of raw materials and low-processed goods in total exports to 59% as compared with 87.3% in the first nine months of 2025, according to the State Statistics Service;
- Increasing the ratio of exports of goods and services to GDP to 33% (up from 29.4% in 2024);
- Raising the share of services exports in total exports of goods and services to 25% (from 18% in the first nine months of 2025);
- Increasing total exports of goods and services to USD 85 billion (compared with USD 48 billion in 2025).
Implementation of the Strategy will take place in two stages:
The first stage, covering 2026–2028, will focus on creating favourable conditions for export development through legislative improvements, the removal of trade barriers, expansion of financial instruments, attraction of investment and strengthening institutional capacity. By 2028, exports of goods and services are expected to reach USD 80 billion, while the share of higher value-added products and services exports continues to grow.
The second stage, covering 2029–2030, will focus on further developing and scaling up the reforms already launched and establishing a comprehensive support system for Ukrainian exporters.
The Ministry of Economy, Environment and Agriculture will coordinate and monitor implementation of the Strategy. Information on the implementation of the operational plan will be updated twice a year, while an annual progress report will be reviewed by the Government.
The implementation of the Strategy is expected to strengthen Ukraine’s production and export potential, expand the presence of Ukrainian goods and services in international markets, increase the share of value-added products and support the development of a modern system of state export promotion.
