Skilled talent, technology, and investment-friendly policies have become the new identity of Uttar Pradesh: Chief Minister
Bengaluru, June 2026 : Chief Minister Yogi Adityanath said, “Uttar Pradesh has emerged as India’s Three-S model of Safety, Stability, and Speed. These three dimensions are the most critical factors for industry and investment. Strong law and order, world-class infrastructure, unmatched connectivity, transparent administration, and a robust institutional framework have become the hallmarks of New Uttar Pradesh. Skilled talent, advanced technology, and investor-friendly policies together have created a comprehensive industrial ecosystem in the New Uttar Pradesh of New India.”
Addressing business leaders during the ‘Uttar Pradesh Global Growth Dialogue 2026’ roadshow in Bengaluru on Wednesday, the Chief Minister said, “I had the opportunity throughout the day to interact with investors and industry leaders from diverse sectors. I noted that Bengaluru’s journey from a Garden City to a global technology powerhouse is widely recognized.”
“You have seen and heard Bengaluru’s growth story. The story of New Uttar Pradesh in New India that you are hearing today is something you can experience firsthand by visiting the state. I have come here to invite you to do exactly that,” he added.
CM Yogi said, “India has set new benchmarks of development over the past 12 years under the leadership of Prime Minister Narendra Modi. India has established itself as the world’s fastest-growing major economy and one of the most attractive investment destinations. Uttar Pradesh has had the privilege of participating in this growth journey over the last nine years.”
Recalling the state’s past challenges, he said, “Uttar Pradesh was once known for poor law and order, policy paralysis, weak governance, and was often labeled a ‘BIMARU’ state. Migration had become a compulsion, and people were increasingly disconnecting from agriculture and MSMEs.”
The Chief Minister added, “Uttar Pradesh today offers everything that India expects from a modern growth engine. The state boasts strong law and order, world-class infrastructure, nearly 60 percent of the country’s expressway network, a 16,000-km railway network, and over 400,000 km of roads.”
He highlighted major connectivity assets including the Varanasi-Haldia National Waterway, the Delhi-Meerut Rapid Rail, metro rail services in seven cities, the junction of the Eastern and Western Dedicated Freight Corridors, and a network of five international and eleven domestic airports. Work is also underway on five additional airports. Commercial flight operations at Noida International Airport commenced on June 15.
CM Yogi said, “Stability and security have helped Uttar Pradesh emerge from the BIMARU category to become one of India’s top three state economies. The state has remained revenue-surplus for the last six years. Over the past nine years, both the state’s economy and per capita income have tripled.”
He informed investors that Uttar Pradesh offers a 75,000-acre land bank supported by 36 sector-specific policies. Industrial and logistics clusters are being developed at 27 locations along expressways, while BIDA is being developed as one of the country’s largest industrial cities.
Assuring investors of a strong talent pool, the Chief Minister said, “Uttar Pradesh produces around 200,000 STEM graduates annually. The state is home to two IITs, one IIM, three state technical universities, and a vast network of technical and vocational institutions that equip youth with industry-relevant skills. The government is actively preparing a workforce skilled in emerging technologies to meet industry requirements. “
Discussing agriculture and MSMEs, CM Yogi said, “Uttar Pradesh’s agricultural growth rate has increased from 8 percent to 18 percent over the past nine years. Through five agricultural universities and 89 Krishi Vigyan Kendras, farmers are being connected with training opportunities and markets.”
He noted that Uttar Pradesh has the highest share of irrigated agricultural land in the country at 86 percent. The state is home to 9.6 million MSME units, which have received significant support through the One District One Product (ODOP) initiative. The scheme has helped establish a distinct brand identity for unique products from every district.
The Chief Minister also highlighted that more than 18,000 large industrial units have been established in the state over the past nine years. While Uttar Pradesh had only about 14,000 large factories nine years ago, that number has now crossed 33,000.
Concluding his address, CM Yogi assured business leaders that the double-engine government in Uttar Pradesh would provide every investor with security, single-window facilitation, and policy stability.
He said, “The opportunities you have heard about in Uttar Pradesh can be experienced firsthand through your investments. I am confident that all of you will become partners in Uttar Pradesh’s growth story and contribute to the vision of Viksit Bharat.”
The Chief Minister also expressed gratitude to all industry leaders and CEOs present at the roadshow.
Among those present were Uttar Pradesh Finance Minister Suresh Kumar Khanna, Infrastructure and Industrial Development Commissioner Deepak Kumar, Additional Chief Secretary (Industries) Alok Kumar, Principal Secretary (IT & Electronics) Alok Kumar, YEIDA CEO R.K. Singh, along with leading industrialists and CEOs.
