GRSE Emerges Lowest Bidder for ₹1,032 Crore ONGC Vessel Contract

New Delhi, July 2026 : State-owned Garden Reach Shipbuilders & Engineers Ltd (GRSE) has emerged as the lowest bidder for a major commercial shipbuilding contract floated by the Oil and Natural Gas Corporation (ONGC), marking a significant boost for India’s domestic shipbuilding industry.

According to reports, the tender involves the construction of four Platform Supply Vessels (PSVs), with GRSE quoting ₹258 crore per vessel, taking the total value of the contract to ₹1,032 crore. The project is the first major commercial shipbuilding tender to be finalised after the Union Cabinet approved a ₹69,725 crore package aimed at strengthening India’s shipbuilding ecosystem.

The bidding process witnessed stiff competition from some of the country’s leading shipyards, including Cochin Shipyard Ltd, Hindustan Shipyard Ltd, L&T Shipbuilding, and Titagarh Naval Systems Ltd. GRSE’s successful bid underscores its growing capabilities beyond defence manufacturing and highlights its expanding footprint in the commercial shipbuilding sector.

A Navratna public sector undertaking under the Ministry of Defence, GRSE has traditionally been recognised for building advanced warships and naval platforms for the Indian Navy and Coast Guard. In recent years, however, the company has diversified its portfolio by undertaking commercial vessel projects, reinforcing its position as one of India’s leading shipbuilders.

The Platform Supply Vessels to be built under the ONGC contract will play a crucial role in supporting offshore oil and gas exploration and production activities. These specialised vessels are designed to transport equipment, fuel, water, drilling materials and other essential supplies to offshore installations while also assisting in a range of operational and logistical tasks. Their deployment is vital for ensuring uninterrupted operations at offshore energy facilities.

The project also qualifies for financial assistance under the Centre’s recently announced shipbuilding promotion package. Shipyards executing eligible projects will receive government support ranging between 15 and 20 per cent, improving project viability and encouraging greater participation in domestic commercial shipbuilding.

The incentive scheme forms part of the government’s broader strategy to revitalise India’s shipbuilding industry, reduce dependence on overseas shipyards and strengthen indigenous manufacturing under the Aatmanirbhar Bharat initiative.

GRSE’s success in securing the contract is expected to strengthen its order book, enhance revenues and further establish the company as a versatile shipbuilder serving both defence and commercial markets. Industry observers believe the award marks an important milestone for India’s maritime sector, signalling increased participation of defence shipyards in commercial projects.

With government-backed incentives now in place, the ONGC contract is expected to pave the way for more large-scale commercial shipbuilding opportunities, providing fresh momentum to India’s ambition of becoming a global shipbuilding hub.
