Raipur, July 2026 : Chief Minister Vishnu Deo Sai today paid a courtesy visit to Prime Minister Narendra Modi at Parliament House and held detailed discussions on the overall development of Chhattisgarh, the transformation of Bastar, and important infrastructure and industrial projects of the state. Presenting a roadmap for the changing Chhattisgarh and particularly the development of Bastar before Prime Minister Narendra Modi, Chief Minister Sai sought cooperation from the Central Government for three important projects of the state.

Chief Minister Vishnu Deo Sai said that as a result of the coordinated strategy of security, trust and development, Bastar is today passing through a phase of comprehensive transformation. The region, which faced Naxal violence and development-related challenges for decades, is now rapidly progressing in the fields of education, health, roads, railways, electricity, air connectivity, livelihood, sports and tourism. The state government’s objective is to make this transformation permanent and completely connect Bastar with the mainstream of development.

Chief Minister Sai Requests Early Approval for ₹10,500 Crore Urea Project in Rajnandgaon

Chief Minister Vishnu Deo Sai requested early approval for the proposed approximately ₹10,500 crore gas-based urea project in Rajnandgaon. He said that the land required for the project has been made available and the necessary approvals at the state government level have also been completed.

The Chief Minister said that with the establishment of this project, the availability of fertilisers for farmers in Chhattisgarh and surrounding areas will improve further. Along with this, industrial investment, direct and indirect employment and allied economic activities in the state will also receive new momentum.

Special Assistance Sought to Connect 461 Villages to Permanent Electricity Grid

Chief Minister Sai also placed before the Prime Minister the issue of 461 villages in Bastar and sensitive areas where, due to security and geographical reasons in the past, it was not possible to extend the electricity grid and electricity is currently being provided through off-grid means.

He sought special assistance from the Central Government to connect these villages with a permanent electricity grid. The Chief Minister said that permanent electricity supply would accelerate the expansion of education, health, communication, livelihoods and small enterprises in these areas and further strengthen the process of development in remote regions.

Request for Establishment of All India Institute of Ayurveda in Raipur or Bastar

Chief Minister Vishnu Deo Sai requested Prime Minister Narendra Modi to take a positive initiative on the proposal for establishing an All India Institute of Ayurveda (AIIA) in Raipur or Bastar. He said that Chhattisgarh, particularly Bastar and other tribal regions, has a rich heritage of medicinal plants and traditional medical knowledge.

The establishment of an Ayurveda institute of national importance would create new possibilities in medicine, research, education and the local economy based on medicinal plants.

Development Reaching 5,542 Villages, Approximately 39 Lakh People Benefiting

Chief Minister Sai presented detailed information about the ‘Bastar Vision’ before the Prime Minister and said that through ‘Niyad Nellanar 2.0’ and ‘Bastar Munne’, government schemes and services are being widely implemented in 5,542 villages of the Bastar division, benefiting approximately 39 lakh people.

Chief Minister Sai said that special emphasis is being placed on taking ration, Ayushman Bharat, Jan Dhan accounts, forest rights, Pradhan Mantri Awas and various other welfare schemes of the Central and state governments to the last person.

The increased reach of the administration in remote villages that were earlier highly sensitive has strengthened people’s trust in the government.

421 Closed Schools Reopened; Education Cities to be Developed in Orchha and Jagargunda

Chief Minister Sai informed the Prime Minister about the transformation in the education sector in Bastar and said that 421 schools that had remained closed for years in areas earlier affected by Naxalism have been reopened.

In villages where regular access to education for children was once a major challenge, teaching has now resumed in schools.

He said that, on the lines of Dantewada, the state government is also working towards developing new Education Cities in Orchha and Jagargunda. The objective is to provide children from remote and tribal areas with quality education, residential facilities and better opportunities for competitive examinations.

More Than 34 Lakh People Screened Under ‘Mukhyamantri Swasth Bastar Abhiyan’

Chief Minister Sai, while providing information about the expansion of health facilities, said that more than 34 lakh people have so far been screened under the ‘Mukhyamantri Swasth Bastar Abhiyan’ and, according to their needs, have been connected with medical services.

He said that medical infrastructure in Bastar is continuously being expanded. Along with the expansion of super-speciality medical facilities in Jagdalpur, medical education and healthcare services in the region are being strengthened through the medical college in Geedam.

The state government is also moving rapidly towards developing new medical colleges and modern health infrastructure.

Roads, Railways, Electricity and Air Connectivity Changing Bastar’s Picture

Chief Minister Sai said that connectivity is the most important foundation for the sustainable development of Bastar. With this objective, roads, railways, electricity and air connectivity are being rapidly expanded.

He informed the Prime Minister that work is progressing on the Jagdalpur-Rawghat railway line project at an estimated cost of approximately ₹3,513 crore. This rail connectivity will provide new momentum to the economic and social development of Bastar.

Important initiatives are also being undertaken to expand regular air services from Jagdalpur.

Chief Minister Sai also informed the Prime Minister about the progress of the final phase of the Raipur-Visakhapatnam Expressway and the proposed barrage project on the Indravati River.

He said that the barrage project would provide irrigation facilities to approximately 32,000 hectares, which would greatly benefit farmers and the agriculture-based economy of the region.

Efforts to Make Bastar Dussehra a Global Tourism Brand

Chief Minister Sai provided information about Bastar’s unique tribal culture, traditions and tourism potential and said that planned efforts are being made to establish Bastar Dussehra as a global tourism brand.

Infrastructure and facilities are being expanded to give greater prominence to world-class natural tourism destinations such as Chitrakote and Tirathgarh on the national and international tourism map.

He said that Bastar’s development is being carried out while preserving its unique cultural identity and nature so that the benefits of development reach local communities and new employment and livelihood opportunities are created.

Participation of More Than 4 Lakh Youth in Bastar Olympics Sends Message of Change

Chief Minister Sai said that the participation of more than 4 lakh youth in the Bastar Olympics has created new energy and a positive atmosphere across the region.

Through sports, youth have received a platform to showcase their talent, while peace, trust and social participation have also been strengthened.

The Chief Minister said that today Bastar’s new identity is being built through sports, culture, education, tourism, entrepreneurship and development.

Investment Proposals Worth Approximately ₹8 Lakh Crore Received by Chhattisgarh

Chief Minister Sai also informed the Prime Minister about the rapidly changing industrial landscape of the state.

He said that after the implementation of the Industrial Development Policy 2024-30, Chhattisgarh has received investment proposals worth approximately ₹8 lakh crore. The process of implementation of several of these projects has already begun.

He said that industrial development in Chhattisgarh is being taken beyond traditional sectors towards sectors connected with the economy of the future.

For the first time in the state, investments are coming into new sectors such as AI data centre parks, semiconductors, hyperscale data centres, global BPOs, garments, chocolate manufacturing, electronic equipment and intraocular lens manufacturing.

The Chief Minister said that these investments would diversify the state’s economy and create large-scale employment and skill development opportunities for the youth.

Chhattisgarh’s National Identity in an Investment-Friendly Environment

Chief Minister Sai said that as a result of efforts to develop a transparent, simple and reliable system for investors, Chhattisgarh has established a strong identity at the national level.

In NITI Aayog’s Investment Friendliness Index, Chhattisgarh has secured first place in the country in the areas of regulatory ease and institutional environment.

He informed the Prime Minister about the ‘Chhattisgarh Ease of Doing Business Act-2026’ and said that the state has provided a legal basis for a risk-based regulatory system, self-certification and time-bound approvals for industries and entrepreneurs.

This is providing investors with a system based on certainty, transparency and accountability.

10.42 Lakh Women Become Lakhpati Didis; Target to Make 14 Lakh More Women Self-Reliant

Chief Minister Sai informed the Prime Minister about the achievements of the state in the field of women’s empowerment and said that Chhattisgarh has gone beyond the stipulated target and made 10.42 lakh women ‘Lakhpati Didis’.

In the next phase, the state government is working towards the target of making another 14 lakh women economically self-reliant.

Chief Minister Sai informed Prime Minister Narendra Modi about the proposed ‘Lakhpati Didi Conference’ in Raipur in 2027 and invited him to attend it as the chief guest.

Chhattisgarh Moving Towards Technology-Based Good Governance Through ₹500 Crore State AI Mission

Chief Minister Sai said that Chhattisgarh is rapidly moving towards artificial intelligence-based good governance through the ₹500 crore State AI Mission.

Along with making government services more effective, transparent and citizen-centric, work is being undertaken on the possibilities of using AI in various sectors, including education, health, agriculture and administration.

Strong Performance of Chhattisgarh in Revenue Growth Along with Fiscal Discipline and Welfare

Chief Minister Vishnu Deo Sai also apprised Prime Minister Narendra Modi of the state’s strengthening financial position and revenue growth.

He said that Chhattisgarh has established an effective balance between fiscal discipline and public welfare and has recorded a significant reduction in fiscal and revenue deficits.

GST revenue in the state has increased by 18 per cent, while record growth has also been recorded in mineral revenue.

Mentioning new possibilities in the mineral sector, the Chief Minister said that Chhattisgarh has achieved an important milestone by auctioning the country’s first tin block and lithium block.

Technology and Transparency Give New Momentum to Citizen-Centric Good Governance

Chief Minister Sai said that the state government is continuously improving towards technology-based, transparent and citizen-centric good governance.

Through the Seva Setu portal, 528 services of 36 departments have been made available online, reducing the need for citizens to visit government offices for services and making it possible to dispose of lakhs of applications within a stipulated time.

A system for speedy resolution and effective monitoring of citizens’ complaints has also been developed through the Chief Minister’s Helpline 1076.

The Chief Minister said that comprehensive digital reforms have been carried out in revenue administration, with a system of automatic mutation along with registration being implemented.

The facility of registration from home through Aadhaar and video KYC has made the entire process simpler and more convenient.

He said that the basic objective of these reforms is to bring the government closer to citizens and make government services more accessible, transparent and accountable.

He said that with the guidance of Prime Minister Narendra Modi and continuous support from the Central Government, the pace of development in Chhattisgarh has accelerated.

In line with the Prime Minister’s resolve of a ‘Developed India’, the state government is working with full commitment towards building a ‘Developed Chhattisgarh’.

The Chief Minister expressed confidence that the Central Government would provide positive support to these important proposals of the state related to the overall transformation of Bastar, agriculture, health, energy and industrial development.

He said that the state government’s resolve is that this journey of development should reach the last village and the last person of Chhattisgarh and that Chhattisgarh, which was once identified for challenges, should be established as a new model of peace, prosperity and possibilities.
