CS Reviews Compliance Reduction and De-regulation Phase-2
Jaipur, February 2026 : A key review meeting on the effective implementation of Compliance Reduction and De-regulation Phase-2 was held on Friday at the Secretariat under the chairmanship of Chief Secretary V. Srinivas. The Chief Secretary said that the state government has performed well in all priority areas identified under Phase-1 and stressed that Rajasthan must ensure similar performance in the second phase as well. He directed concerned departments to prepare and submit the Phase-2 action plan by February 10.
Shri Srinivas stated that the core objective of these reforms is to eliminate unnecessary rules and complex procedures and to create a simple, transparent, and efficient system for citizens, industries, and entrepreneurs. Compliance reduction and de-regulation will improve the speed and quality of services and bring positive changes to the state’s administrative and economic framework. He added that successful implementation of these reforms would reduce the burden on businesses related to repeated approvals, document submissions, and inspection-related complexities. This would particularly benefit startups, MSMEs, and new entrepreneurs by saving time, cost, and resources.
Additional Chief Secretary, Industries and Commerce, Shikhar Agrawal said that due to comprehensive, structural, and forward-looking reforms undertaken by the state government, Rajasthan has further strengthened its position among leading states in the area of compliance reduction and de-regulation. He informed that under Phase-2, the roles of concerned departments for all identified sectors have been clearly defined and the action plan is being finalised.
During the meeting, reforms related to land use, building construction, utilities and various permissions, electricity, environment, tourism, education, and health were discussed.
The meeting was attended by Additional Chief Secretary, Higher and Technical Education Kuldeep Ranka; Additional Chief Secretary, Forest and Environment Anand Kumar; Additional Chief Secretary, Tourism Praveen Gupta; Additional Chief Secretary, Administrative Reforms and Coordination Dinesh Kumar, along with senior officials of the concerned departments.
