Swedish Government Intends To Propose A SEK 2.5 Billion Swedish Loan Guarantee To The World Bank To Enable New Budget Support To Ukraine.
Stockholm; February 2026: The Swedish government intends to enable a loan of approximately SEK 2.5 billion to Ukraine via the World Bank by guaranteeing repayment of the loan. This means that Sweden will enable additional budget support to Ukraine early in 2026.
Ukraine has significant external financing needs in the short, medium and long term as a result of Russia’s full-scale invasion. To address Ukraine’s financing challenges, additional support from the international community is needed. To help cover Ukraine’s urgent financing needs by the end of the first quarter of 2026, the Government intends to propose a guarantee to the World Bank that will enable a loan of approximately SEK 2.5 billion (EUR 236 million) to Ukraine.
“It has been four years of full-scale war and Ukraine needs all our support, military, humanitarian, financial and energy. I am proud that Sweden can contribute to Ukraine’s economic stability in this way. It is an important investment in the country’s resilience and security, as well as in the security of Europe and Sweden”, says Minister for Development Cooperation and Foreign Trade Benjamin Dousa.
“A financial loan to stabilise Ukraine’s economy strengthens the country’s resilience and our collective security against the Russian war machine”, said Aron Emilsson (SD), chairman of the Foreign Affairs Committee.
“In a situation where virtually all of Ukraine’s economy is spent defending its country’s freedom, democracy and independence, schools, healthcare and infrastructure must also function for the civilian population. Therefore, we now intend to move forward with a new loan guarantee”, said Gudrun Brunegård (KD), development policy spokesperson.

The Swedish guarantee will enable a loan within the framework of one of the World Bank’s support programs “PEACE”, which compensates Ukraine for social and humanitarian expenditures in the state budget such as pensions, salaries for public employees and support for low-income families, people with disabilities and support for internally displaced persons.
By deciding on a loan guarantee, Sweden is helping the World Bank, a central player in support of Ukraine, to continue supporting the country.
