Cabinet Approves ₹33,240 Crore for Welfare Schemes and other Initiatives
Chief Minister Dr. Mohan Yadav chaired the Cabinet Meeting held on Tuesday at the Mantralaya. The Cabinet approved approximately ₹33,240 crore to ensure the continuation of important schemes of seven departments, including welfare programs, for the next five years.
The Cabinet also approved the Chief Minister’s Young Interns for Good Governance Program. Approval for the creation of seven new posts, including a Junior Civil Judge, in Chitrangi of Singrauli district was granted. The Cabinet also approved the opening of three Employees’ State Insurance Corporation (ESIC) dispensaries in Maihar, Kaimor (district Katni), and Nimrani (district Khargone), along with the creation of 51 posts for doctors and paramedical staff.
Approval of ₹190 Crore for Chief Minister Young Interns for Good Governance Program
The Cabinet approved approximately ₹190 crore for the implementation of the Chief Minister Young Interns for Good Governance Program for a period of three years. The Department of Public Service Management has been authorised to undertake further action, determine procedures, and issue the necessary rules and guidelines for implementation.
Continuation of Professional Tax Exemption for Persons with Disabilities
The Cabinet approved the continuation of professional tax exemption for persons with disabilities under the Madhya Pradesh Vritti Kar Act, 1995, until 31 March 2030.
Approval of “One District–One Product” Project for Seven Districts
The Cabinet approved ₹37.50 crore over the next five years to provide financial assistance for the preservation, development, and marketing of traditional and unique products under the “One District–One Product” initiative in seven selected districts.
The selected products include dari and carpets in Sidhi, jaggery in Datia, Chanderi handloom textiles in Ashoknagar, Zari-Zardozi and jute products (such as purses) in Bhopal, Bagh print in Dhar, wooden toys in Sehore, and batik print in Ujjain.
A Detailed Project Report (DPR) worth ₹37.50 crore has been prepared for implementation over the next five years. The project will provide training, digitalisation, branding, marketing support and market access to local artisans, weavers and craftsmen. It will promote local entrepreneurship, generate employment, and strengthen the rural economy in the state.
Approval of Seven Posts, Including Junior Civil Judge in Singrauli
The Cabinet approved the creation of seven new posts, including one post of Junior Division Civil Judge, for the establishment of a Civil Court in Chitrangi, Singrauli district. The approval also includes six third- and fourth-class posts for the court’s administrative staff.
Approval of Three New ESIC Dispensaries
The Cabinet approved the opening of three new Employees’ State Insurance Corporation (ESIC) dispensaries in Maihar, Kaimor (Katni district), and Nimrani (Khargone district), along with the creation of 51 posts for doctors and paramedical staff. With the establishment of these dispensaries, 15,686 registered workers and approximately 62,744 dependent family members will receive improved healthcare facilities.
Decision Regarding Revamped Distribution Sector Scheme (RDSS)
The Cabinet decided that under the Revamped Distribution Sector Scheme (RDSS), the SGST payable on the central share received for strengthening distribution infrastructure will be provided by the state government to the state’s power distribution companies as equity capital instead of a grant.
Under the scheme, an amount of ₹887.91 crore provided earlier as a loan up to November 2024 will now be converted into equity capital for the distribution companies.
The Ministry of Power, Government of India, has implemented the Revamped Distribution Sector Scheme (RDSS) to develop a financially sustainable and operationally efficient power distribution sector and to ensure quality and reliable electricity supply to consumers. Under the scheme, 60% of the funding is provided as a grant by the Central Government, while the remaining 40% is provided by the State Government as equity capital.
Approval of ₹63.76 Crore for Continuation of Publicly Funded Programs
The Cabinet approved ₹63.76 crore to ensure the continuation of publicly funded programs, schemes, and projects under the Finance Department for the period of the 16th Finance Commission (April 1, 2026, to March 31, 2031).
Approval of ₹6,090 Crore for Rural Infrastructure and Drinking Water Supply
The Cabinet approved ₹6,090.12 crore to continue the “Transfer of Mineral Surcharge to the Reserve Fund” scheme under the Mineral Resources Department from 2026–27 to 2030–31. The funds will be used for the development of rural infrastructure, drinking water supply schemes, and road development in rural, backward, and mining areas.
Approval of ₹7,127 Crore for Panchayat and Rural Development Schemes
The Cabinet approved ₹7,127.38 crore for the smooth operation and continuation of schemes and programs under the Panchayat and Rural Development Department until 31 March 2031.
The approved amount includes ₹16.78 crore for maintenance of departmental assets, ₹12.50 crore for the functioning of the Mahatma Gandhi State Institute of Rural Development and Panchayati Raj, Jabalpur, ₹7,098 crore for smooth implementation of the Pradhan Mantri Poshan Shakti Nirman Scheme, which provides cooked meals to children from Classes 1 to 8 in government primary and secondary schools, Bal Vatikas and aided schools.
Approval of ₹2,064.62 Crore for 10 Schemes of the Planning, Economic and Statistics Department
The Cabinet approved ₹2,064.62 crore for the continuation of 10 schemes under the Directorate of Planning, Economics and Statistics until March 31, 2031. These include expenditures related to the functions of the State Policy Commission, Monitoring of state schemes and projects, Advisory services, innovation, evaluation, and review, Financial assistance under MPs’ and MLAs’ discretionary funds, Development authorities for Bundelkhand, Mahakaushal, and Vindhya regions, and government contributions to district plans are implemented through public participation, Formation and functioning of the Jan Abhiyan Parishad and State Sample Survey and related activities.
Approval of ₹1,645 Crore for Development of Tribal Areas and Post-Matric Scholarships
The Cabinet approved ₹1,645 crore for the continuation of schemes related to the development of Scheduled Tribe areas and post-matric scholarships under the Tribal Affairs Department for the period 2026–27 to 2030–31. The approved amount includes ₹610.51 crore for post-matric scholarships for students of Classes 11 and 12 and college students belonging to income groups above ₹2.5 lakh, ₹86 crore for the operation of the Tribal Research Institute, ₹948.23 crore for improving connectivity, irrigation, educational facilities, drinking water supply, lighting, livelihood opportunities and self-employment in tribal areas.
Approval of ₹3,773 Crore for Women and Child Development Schemes
The Cabinet approved ₹3,773 crore for the continuation of various schemes under the Women and Child Development Department for the period from 2026–27 to 2030–31.
This includes support for the functioning of the State Women’s Commission, Child Rights Protection Commission, Directorate of Women and Child Welfare, and the Madhya Pradesh Women Finance and Development Corporation.
Approval of ₹11,361 Crore for Startup Policy Implementation and Investment Promotion
The Cabinet approved ₹11,361 crore for the continuation of programs under the MSME Department, including the Business Investment Promotion and Facilitation Scheme and the Startup Policy Implementation Scheme, for the next five years.
Under the MSME incentive and investment promotion scheme, ₹10,041 crore has been approved for Industrial development incentives, Assistance for quality certification, Energy audit support, Export assistance, Revival of sick units, Sector-specific packages and Assistance for identified service sectors.
Under the Madhya Pradesh Startup Policy and Implementation Plan 2022, ₹589 crore has been approved to support startups through investment and loan assistance, lease rent support, patent assistance, and participation in events.
₹742 crore has also been approved for activities related to the Directorate of Industries and District Trade and Industry Centres.
