Budget of ₹16,152.92 crore presented for the Women and Child Development Department of the Government of Odisha for FY 2026–27
Bhubaneswar, March 2026 : The Hon’ble Deputy Chief Minister today presented the Departmental Expenditure Estimate for the financial year 2026–27 for the Women and Child Development Department in the State Legislative Assembly. Compared to the revised estimate of ₹15,725.86 crore in the previous year, the allocation has been increased to ₹16,152.92 crore for the current financial year.
Out of this, ₹16,122.93 crore has been allocated for programme expenditure and ₹29.99 crore for administrative expenditure.
i) Major new schemes to be implemented:
1. Samruddha Anganwadi Yojana:
New Anganwadi centres will be constructed with state funding and crèche (child care centre) facilities will be provided at select locations. A budget allocation of ₹634.52 crore has been made for this initiative.
• Based on the recommendations of the Sixth State Finance Commission, the State Government has taken a landmark decision to strengthen the infrastructure of Anganwadi Centres.
• Major Budget Allocation: A total amount of ₹685.09 crore will be spent over the next five years (2022–23 to 2026–27) through the Panchayati Raj and Drinking Water Department.
• Drinking Water Connectivity: 12,481 Anganwadi Centres across the state will be provided with piped drinking water supply.
• Construction of Toilets: 5,078 Anganwadi Centres that currently lack sanitation facilities will be provided with new toilets.
• Completion of Pending Works: The construction of 7,056 incomplete Anganwadi Centres will be expedited and completed at the earliest.
• Kitchen Facilities: 2,827 Anganwadi Centres without kitchen facilities will receive newly constructed kitchens.
• Boundary Walls for Safety: 3,000 of the most vulnerable Anganwadi Centres will be provided with boundary walls to ensure safety and security.
2. Integrated Vatsalya Sadan:
To strengthen child protection services, 23 Integrated Vatsalya Sadans will be established across the state. These centres will house Child Care Homes, Child Welfare Committees, and Juvenile Justice Boards under one roof. A provision of ₹62.28 crore has been proposed for this purpose.
3. Kalika: Odisha State Crèche Policy-2025:
The policy aims to provide safe day-care facilities for children aged six months to six years and support working mothers by ensuring proper childcare arrangements.
4. Subhadra Shakti Sambad and Wellness Centres:
A discussion platform titled “Subhadra Shakti Sambad” will be created for beneficiaries of the Subhadra scheme, along with Subhadra Wellness Centres to promote women’s physical and mental well-being.
5. Child Feeding Centres:
Breastfeeding centres will be established at public places to support mothers in providing care and nutrition to infants.
6. Mukhyamantri Kanya Sumangala Yojana:
Under this scheme, ₹20,000 will be deposited for girl children belonging to economically weaker sections (with an additional ₹3,000 for children with disabilities). After graduation, ₹1,00,001 including interest will be provided to the beneficiary.
ii) Ongoing schemes:
1. Malati Devi Pre-School Uniform Scheme:
Financial assistance for clothing, shoes and sweaters for approximately 14.76 lakh children has been enhanced. A budget allocation of ₹110.57 crore has been made.
2. Subhadra Yojana:
For the financial year 2026–27, an allocation of ₹10,145.20 crore has been made to support over 1 crore women.
3. Mamata-PMMVY:
Under this scheme, pregnant and lactating mothers will receive ₹10,000 for the birth of a male child and ₹12,000 for the birth of a girl child. A provision of ₹500 crore has been made.
4. Mukhyamantri Kanya Bibaha Yojana:
An allocation of ₹11.83 crore has been made to prevent child marriage and promote widow remarriage.
5. “Ame Padhhiba Ama Bhasare”:
To strengthen early childhood education for children aged 3 to 6 years and create a strong foundation for future learning, ₹19.27 crore has been allocated to facilitate education in 21 tribal mother tongues.
6. Odisha Nutrition Mission:
A budget of ₹100 crore has been allocated to improve the nutritional status of women, adolescents and children.
iii) Centrally Sponsored Schemes
A total allocation of ₹2,638.36 crore has been proposed for Mission Shakti, Saksham Anganwadi, Poshan 2.0, and Mission Vatsalya.
