Mission Shakti Department Budget 2026–27

Bhubaneswar, March 2026: The Mission Shakti Department has allocated a budget of ₹2804.23 crore for the financial year 2026–27 with the objective of making women in the state economically self-reliant and empowered.

This budget primarily focuses on development of women entrepreneurs, skill enhancement, and strengthening infrastructure.

Total Allocation: A total of ₹2804.23 crore has been allocated for 2026–27, of which ₹2800 crore is earmarked for programme expenditure and ₹4.23 crore for administrative expenses.

State and Central Schemes: ₹1300 crore has been allocated for state sector schemes and ₹1500 crore for centrally sponsored schemes.

State Sector Schemes:

a. Mission Shakti Loan – State Interest Subvention Scheme:
• Under this scheme, 0% interest is provided on timely repayment of loans up to ₹10 lakh for Mission Shakti Self Help Groups (SHGs).
• For the financial year 2026–27, a target of ₹575 crore has been set for interest reimbursement.

b. Mission Shakti Scooter Scheme:
• An allocation of ₹20 crore has been made under the Mission Shakti Scooter Scheme for the financial year 2026–27.

c. Livelihood and Skill Development:
• For livelihood promotion and skill development initiatives, ₹263.86 crore has been allocated for the financial year 2026–27.

d. Infrastructure Development and Financial Support for SHGs and Federations:
• ₹85 crore has been allocated for Mission Shakti infrastructure development in the current financial year.
• Additionally, ₹253.44 crore has been earmarked as financial assistance for Self Help Groups and their federations.

e. Capacity Building:
• Skill development programmes are being implemented to strengthen livelihood and agriculture-based entrepreneurship among SHGs.
• An allocation of ₹45.70 crore has been made for these programmes during 2026–27.

f. Other Expenditures:
• ₹57 crore has been allocated for human resources, monitoring and evaluation, Information, Education and Communication (IEC) activities, emergency administrative expenses, and other related expenditures during the financial year 2026–27.

Centrally Sponsored Schemes:

a. National Rural Livelihood Mission (NRLM):
• An allocation of ₹1332.78 crore has been made for this scheme during the financial year 2026–27.
• During 2024–25, a total of 16.42 lakh “Lakhpati Didis” have been created across the state.
• In 2025–26, 10.80 lakh Potential Lakhpati Didis (PLDs) have been identified with the objective of increasing their income and enabling them to become Lakhpati Didis.

b. Start-up Village Entrepreneurship Programme (SVEP):
• An allocation of ₹62.67 crore has been made for this programme during 2026–27.

c. Mahila Kisan Sashaktikaran Pariyojana (MKSP):
• ₹70 crore has been allocated for this scheme during 2026–27.

d. Rural Self Employment Training Institutes (RSETIs):
• An allocation of ₹ 32.92 crore has been made for this programme in the financial year 2026–27.
