Latur Pattern of E-Governance: Administration Accelerated Through Modern Technology

Mumbai, March 2026 : Under the Maharashtra government’s ambitious “150 Days of E-Governance Reforms” programme launched on May 30, 2025, the Latur district administration has emerged as a model of efficient, transparent, and technology-driven governance. The initiative aimed to make government functioning more citizen-centric, faster, and transparent through extensive use of digital tools.

Implemented under the guidance of District Collector Varsha Thakur-Ghuge, the Latur Collectorate has secured a place among the top five performing districts in the state. The administration ensured that technology was not confined to internal processes but was effectively used to deliver faster and more accessible services to citizens. In recognition of this achievement, Chief Minister Devendra Fadnavis honoured the District Collector on March 28.

The programme was rolled out in Latur from June 1, 2025, with a strong focus on revamping the official website, accelerating services under the Right to Service Act and the Aaple Sarkar portal, and ensuring 100% adoption of the e-office system across departments. Administrative efficiency was enhanced through real-time monitoring using data dashboards, while citizen services were simplified through WhatsApp chatbots, artificial intelligence, GIS, and remote sensing technologies.

To ensure effective implementation, decentralisation was adopted by appointing nodal officers, assistant nodal officers, and technical staff for different subjects. Regular weekly review meetings conducted by the District Collector ensured close monitoring of all parameters. Strong coordination between the National Informatics Centre (NIC) and the District IT Cell enabled quick resolution of technical challenges.

The district’s official website (latur.gov.in) was completely redesigned to make it secure and user-friendly. Hosted on the Government Cloud, the portal achieved a record page speed of 2.8 seconds. A notable feature is the integration of ‘Bhashini AI’, which makes information available in 23 languages, benefiting over five lakh users. The website has also been developed in compliance with WCAG 2.1 global standards and includes cybersecurity safeguards, making it accessible to persons with disabilities and secure from cyber threats.

Ensuring timely delivery of services was a core objective of the programme. Out of 4,92,629 applications received under the Right to Service Act, 4,82,425 were successfully disposed of, achieving an impressive disposal rate of 97.93%. Services were delivered within an average of 7 to 10 days, significantly faster than the stipulated 18-day limit, resulting in a negligible appeal rate of just 0.069%.

The administration achieved complete paperless functioning through 100% adoption of the e-office system, with 371 registered users from the Collectorate to the tehsil level. Around two lakh files were processed digitally during this period. Process re-engineering reduced unnecessary steps, speeding up decision-making, while a Looker Studio-based dashboard enabled one-click access to progress reports of 92 government schemes.

Special workshops were conducted at district and taluka levels to promote the use of artificial intelligence tools, improving the accuracy of official drafts and saving time. Additionally, 50 government services were made available directly to citizens through a WhatsApp chatbot, simplifying complaint registration and application tracking.

The district also completed digital mapping of 6,094 properties using GIS technology, strengthening disaster management capabilities. These initiatives were evaluated by the Quality Council of India, which recognised Latur’s consistent performance and technical excellence.

Overall, Latur’s “e-governance model” demonstrates how effective planning and human-centric use of technology can transform administration into a modern, transparent, and efficient system.
